For twenty years, two dominant narratives have shaped our view of the illegal U.S. invasion and occupation of Afghanistan, and neither one of these narratives would readily accept the use of such terms as ‘illegal’, ‘invasion’ and ‘occupation.’
The framing of the U.S. “military intervention” in Afghanistan, starting on October 7, 2001, as the official start of what was dubbed as a global ‘War on Terror’ was left almost entirely to U.S. government strategists. Former U.S. President George W. Bush, his vice president, Dick Cheney, his Secretary of Defense, Donald Rumsfeld, and an army of spokespersons, neoconservative ‘intellectuals’, journalists and so on, championed the military option as a way to rid Afghanistan of its terrorists, make the world a safe place and, as a bonus, bring democracy to Afghanistan and free its oppressed women.
For that crowd, the U.S. war in an already war-torn and extremely impoverished country was a just cause, maybe violent at times, but ultimately humanistic.
Another narrative, also a Western one, challenged the gung-ho approach used by the Bush administration, argued that democracy cannot be imposed by force, reminded Washington of Bill Clinton’s multilateral approach to international politics, and warned against the “cut and run” style of foreign policymaking, whether in Afghanistan, Iraq or elsewhere.
Although both narratives may have seemed at odds, at times, in actuality they accepted the basic premise that the United States is capable of being a moral force in Afghanistan and elsewhere. Whether those who may refer to themselves as ‘antiwar’ realize this or not, they, too, subscribe to the same notion of U.S. exceptionalism and ‘Manifest Destiny’ that Washington continues to assign to itself.
The main difference between both of these narratives is that of methodology and approach and not whether the United States has the right to ‘intervene’ in the affairs of another country, whether to ‘eradicate terrorism’ or to supposedly help a victim population, incapable of helping themselves and desperate for a Western savior.
However, the humiliating defeat suffered by the United States in Afghanistan should inspire a whole new way of thinking, one that challenges all Western narratives, without exception, in Afghanistan and throughout the world.
Obviously, the United States has failed in Afghanistan, not only militarily and politically—let alone in terms of “state-building” and every other way—the U.S.-Western narratives on Afghanistan were, themselves, a failure. Mainstream media, which for two decades have reported on the country with a palpable sense of moral urgency, now seem befuddled. U.S. ‘experts’ are as confused as ordinary people regarding the hasty retreat from Kabul, the bloody mayhem at the airport or why the United States was in Afghanistan in the first place.
Meanwhile, the ‘humanistic interventionists’ are more concerned with Washington’s ‘betrayal’ of the Afghan people, ‘leaving them to their fate’, as if the Afghans are irrational beings with no agency of their own, or as if the Afghan people have called on the United States to invade their country or have ‘elected’ U.S. generals as their democratic representatives.
The U.S.-Western propaganda, which has afflicted our collective understanding of Afghanistan for twenty years and counting, has been so overpowering to the point that we are left without the slightest understanding of the dynamics that led to the Taliban’s swift takeover of the country. The latter group is presented in the media as if entirely alien to the socio-economic fabric of Afghanistan. This is why the Taliban’s ultimate victory seemed, not only shocking but extremely confusing as well.
For twenty years, the very little we knew about the Taliban has been communicated to us through Western media analyses and military intelligence assessments. With the Taliban’s viewpoint completely removed from any political discourse pertaining to Afghanistan, an alternative Afghan national narrative was carefully constructed by the United States and its NATO partners. These were the ‘good Afghans’, we were told, ones who dress up in Western-style clothes, speak English, attend international conferences and, supposedly, respect women. These were also the Afghans who welcomed the U.S. occupation of their country, as they benefited greatly from Washington’s generosity.
If those ‘good Afghans’ truly represented Afghan society, why did their army of 300,000 men drop their weapons and flee the country, along with their president, without a serious fight? And if the 75,000 poorly-armed and, at times, malnourished Taliban seemed to merely represent themselves, why then did they manage to defeat formidable enemies in a matter of days?
There can be no argument that an inferior military power, like that of the Taliban, could have possibly persisted, and ultimately won, such a brutal war over the course of many years, without substantial grassroots support pouring in from the Afghan people in large swathes of the country. The majority of the Taliban recruits who have entered Kabul on August 15 were either children, or were not even born, when the United States invaded their country, all those years ago. What compelled them to carry arms? To fight a seemingly unwinnable war? To kill and be killed? And why did they not join the more lucrative business of working for the United States, like many others have?
We are just beginning to understand the Taliban narrative, as their spokespersons are slowly communicating a political discourse that is almost entirely unfamiliar to most of us. A discourse that we were not allowed to hear, interact with or understand.
Now that the United States and its NATO allies are leaving Afghanistan, unable to justify or even explain why their supposed humanitarian mission led to such an embarrassing defeat, the Afghan people are left with the challenge of weaving their own national narrative, one that must transcend the Taliban and their enemies to include all Afghans, regardless of their politics or ideology.
Afghanistan is now in urgent need of a government that truly represents the people of that country. It must grant rights to education, to minorities and to political dissidents, not to acquire a Western nod of approval, but because the Afghan people deserve to be respected, cared for and treated as equals. This is the true national narrative of Afghanistan that must be nurtured outside the confines of the self-serving Western mischaracterization of Afghanistan and her people.

Nine provincial capitals in Afghanistan have fallen to the Taliban in six days—Zaranj, Sheberghan, Sar-e-Pul, Kunduz, Taloqan, Aybak, Farah, Pul-e-Khumri and Faizabad—while fighting continues in four more – Lashkargah, Kandahar, Herat & Mazar-i-Sharif. U.S. military officials now believe Kabul, Afghanistan’s capital, could fall in one to three months.
It is horrific to watch the death, destruction and mass displacement of thousands of terrified Afghans and the triumph of the misogynist Taliban that ruled the nation 20 years ago. But the fall of the centralized, corrupt government propped up by Western powers was inevitable, whether this year, next year or 10 years from now.
U.S. President Joe Biden has reacted to America’s snowballing humiliation in the so-called “Graveyard of Empires” by once again dispatching U.S. envoy Zalmay Khalilzad to Doha to urge the government and the Taliban to seek a political solution, while at the same time dispatching B-52 bombers to attack at least two provincial capitals.
In Lashkargah, the capital of Helmand province, the U.S. bombing has already reportedly destroyed a high school and a health clinic. Another B-52 bombed Sheberghan, the capital of Jowzjan province and the home of the infamous warlord and accused war criminal Abdul Rashid Dostum, who is now the military commander of the U.S.-backed government’s armed forces.
The rapid disintegration of the Afghan forces that the United States and its Western allies had recruited, armed and trained for 20 years at a cost of about $90 billion should come as no surprise. On paper, the Afghan National Army has 180,000 troops, but in reality most are unemployed Afghans desperate to earn some money to support their families but not eager to fight their fellow Afghans. The Afghan Army is also notorious for its corruption and mismanagement.
The army and the even more beleaguered and vulnerable police forces that man isolated outposts and checkpoints around the country are plagued by high casualties, rapid turnover and desertion. Most troops feel no loyalty to the corrupt U.S.-backed government and routinely abandon their posts, either to join the Taliban or just to go home.
When the BBC asked General Khoshal Sadat, the national police chief, about the impact of high casualties on police recruitment in February 2020, he cynically replied, “When you look at recruitment, I always think about the Afghan families and how many children they have. The good thing is there is never a shortage of fighting-age males who will be able to join the force.”
But a police recruit at a checkpoint questioned the very purpose of the war, telling the BBC’s Nanna Muus Steffensen, “We Muslims are all brothers. We don’t have a problem with each other.” In that case, she asked him, why were they fighting? He hesitated, laughed nervously and shook his head in resignation. “You know why. I know why,” he said. “It’s not really our fight.”
Since 2007, the jewel of U.S. and Western military training missions in Afghanistan has been the Afghan Commando Corps, or special operations forces, who comprise only 7 percent of Afghan National Army troops, but reportedly do 70 percent to 80 percent of the fighting. But the Commandos have struggled to reach their target of recruiting, arming and training 30,000 troops, and poor recruitment from Pashtuns, the largest and traditionally dominant ethnic group, has been a critical weakness, especially from the Pashtun heartland in the South.
The Commandos and the professional officer corps of the Afghan National Army are dominated by ethnic Tajiks, effectively the successors to the Northern Alliance that the United States supported against the Taliban 20 years ago. As of 2017, the Commandos numbered only 16,000 to 21,000, and it is not clear how many of these Western-trained troops now serve as the last line of defense between the U.S.-backed puppet government and total defeat.
The Taliban’s speedy and simultaneous occupation of large amounts of territory all over the country appears to be a deliberate strategy to overwhelm and outflank the government’s small number of well-trained, well-armed troops. The Taliban have had more success winning the loyalty of minorities in the North and West than government forces have had recruiting Pashtuns from the South, and the government’s small number of well-trained troops cannot be everywhere at once.
But what of the United States? Its deployment of B-52 bombers, Reaper drones and AC-130 gunships are a brutal response by a failing, flailing imperial power to a historic, humiliating defeat.
The United States does not flinch from committing mass murder against its enemies. Just look at the U.S.-led destruction of Fallujah and Mosul in Iraq, and Raqqa in Syria. How many people in the United States even know about the officially-sanctioned massacre of civilians that Iraqi forces committed when the U.S.-led coalition finally took control of Mosul in 2017, after President Donald Trump said it should “take out the families” of Islamic State fighters?
Twenty years after Bush, Cheney and Rumsfeld committed a full range of war crimes, from torture and the deliberate killing of civilians to the “supreme international crime” of aggression, Biden is clearly no more concerned than they were with criminal accountability or the judgment of history. But even from the most pragmatic and callous point of view, what can continued aerial bombardment of Afghan cities accomplish, besides a final but futile climax to the 20-year-long U.S. slaughter of Afghans by over 80,000 U.S. bombs and missiles?
The intellectually and strategically bankrupt U.S. military and CIA bureaucracy has a history of congratulating itself for fleeting, superficial victories. It quickly declared victory in Afghanistan in 2001 and set out to duplicate its imagined conquest in Iraq. Then the short-lived success of their 2011 regime-change operation in Libya encouraged the United States and its allies to turnAl Qaeda loose in Syria, spawning a decade of intractable violence and chaos and the rise of the Islamic State.
In the same manner, Biden’s unaccountable and corrupt national security advisors seem to be urging him to use the same weapons that obliterated the Islamic State’s urban bases in Iraq and Syria to attack Taliban-held cities in Afghanistan.
But Afghanistan is not Iraq or Syria. Only 26 percent of Afghans live in cities, compared with 71 percent in Iraq and 54 percent in Syria, and the Taliban’s base is not in the cities but in the rural areas where the other three-quarters of Afghans live. Despite support from Pakistan over the years, the Taliban are not an invading force like the Islamic State in Iraq but an Afghan nationalist movement that has fought for 20 years to expel foreign invasion and occupation forces from their country.
In many areas, Afghan government forces have not fled from the Taliban, as the Iraqi Army did from the Islamic State, but joined them. On August 9, the Taliban occupied Aybak, the sixth provincial capital to fall, after a local warlord and his 250 fighters agreed to join forces with the Taliban and the governor of Samangan province handed the city over to them.
That very same day, the Afghan government’s chief negotiator, Abdullah Abdullah, returned to Doha for further peace talks with the Taliban. His U.S. allies must make it clear to him and his government, and to the Taliban, that the United States will fully support every effort to achieve a more peaceful political transition.
But the United States must not keep bombing and killing Afghans to provide cover for the U.S.-backed puppet government to avoid difficult but necessary compromises at the negotiating table to bring peace to the incredibly long-suffering, war-weary people of Afghanistan. Bombing Taliban-occupied cities and the people who live in them is a savage and criminal policy that Biden must renounce.
The defeat of the United States and its allies in Afghanistan now seems to be unfolding even faster than the collapse of South Vietnam between 1973 and 1975. The public takeaway from the U.S. defeat in Southeast Asia was the “Vietnam syndrome,” an aversion to overseas military interventions that lasted for decades.
As we approach the 20-year anniversary of the 9/11 attacks, we should reflect on how the Bush administration exploited the U.S. public’s thirst for revenge to unleash this bloody, tragic and utterly futile 20-year war.
The lesson of the United States’ experience in Afghanistan should be a new “Afghanistan syndrome,” a public aversion to war that prevents future U.S. military attacks and invasions, rejects attempts to socially engineer the governments of other nations, and leads to a new and active U.S. commitment to peace, diplomacy, and disarmament.

Over the past few months, U.S. lawmakers, the Afghan government, and the international community have called on Washington to stop strangling the Afghan economy as its people continue to suffer from a U.S.-created humanitarian crisis. On December 22, the Biden administration effectively rejected those calls, opting instead for half-measures that will do little to counter the effects of stringent economic sanctions imposed on the Taliban or to improve the material well-being of the Afghan people.
Sanctions in Context
Contrary to the narrative of U.S. politicians and journalists, the August withdrawal of U.S. and NATO forces from Afghanistan did not mark the end of the United States’ so-called “forever war” but rather a shift in U.S. policy—from direct military intervention and occupation to one based on economic sanctions and indirect political subversion. Although the tactics changed, the goal is the same: The accumulation of wealth and power through class warfare against the Afghan people.
Just days after Kabul fell to the Taliban on August 15, Washington took measures to turn off the flow of funds to the new government and paralyze the Afghan banking system. The Treasury Department quickly issued a freeze order on nearly $9.5 billion of the Afghan Central Bank’s assets held in U.S. financial institutions, including the New York Federal Reserve Bank.
Although the Taliban was entitled to receive more than $460 million from the International Monetary Fund (IMF) in currency reserves known as Special Drawing Rights, or SDRs, the U.S. directed the IMF to block those funds as well.
President Biden has also ensured that $1.3 billion of Afghan funds held in international accounts remain frozen, including funds denominated in euros and British pounds and those held by the Swiss-based Bank for International Sanctions.
Notably, these punitive measures are in addition to the pre-existing economic sanctions that the U.S. has imposed on the Taliban, which began in 1999 under President Bill Clinton and which President George W. Bush ramped up following the 9/11 attack as part of the U.S.’s newly created counterterrorism sanctions program, known as the Specially Designated Global Terrorist list. The Obama and Trump administrations followed suit by imposing over 100 and 23 sanction orders, respectively, against Taliban-related targets.
Despite purported exemptions for humanitarian aid, the lack of clarity under U.S. law deters financial institutions from processing such transactions out of fear of violating U.S. sanctions—which not only freeze all assets associated with the Taliban; they subject any individual or entity that conducts a transaction involving the Taliban to criminal liability. The ubiquity of U.S. dollars and financial institutions in international commerce provides the U.S. with virtually globaljurisdiction.

Horrific Consequences of Sanctions
Decades of U.S. occupation and war have left Afghanistan a poor country dependent on external sources to fund public spending. No longer able to rely on brute military and political force to protect the interests of Western capital in Afghanistan, U.S. strategists understand that seizing the central bank’s money and cutting all international aid gives Washington powerful leverage against the Taliban, all while inflicting maximum pain on the Afghan people, who continue to be relegated to “starving pawns in big power games.”
The horrific and totally foreseeable consequences of these sanctions have, so far, been well documented by international humanitarian organizations, even if they are reluctant to depict the United States as culpable.
On October 25, the UN’s Food and Agriculture Organization and World Food Program published a report urging humanitarian assistance, warning that Afghanistan is on a “countdown to catastrophe.” According to the report, more than 50% of Afghans will face “crisis” or “emergency” levels of acute food insecurity, including over 3 million children under the age of five.
On November 22, the United Nations Development Program (UNDP) published a report warning that Afghanistan’s financial and bank payment systems are “in disarray” and on the verge of collapse. The UNDP report, citing the IMF, predicts the Afghan economy could contract by 30% for 2021-2022.
On December 6, the International Crisis Group issued a more scathing report, warning that the “hunger and destitution” caused by “economic strangulation,” imposed by the West in response to the Taliban takeover, could “kill more Afghans than all the bombs and bullets of the past two decades.”
In other words, U.S. policy of intentionally starving the Afghan people through economic sanctions on Afghanistan is going as planned. As manypredicted, blocking funds from the Taliban and curtailing foreign aid and assistance would lead to a rapid financial meltdown and exacerbate the ongoing famine plaguing Afghanistan.

U.S. Retaliates for Taliban’s Military Success
Despite the Taliban’s success in forcing the U.S. government to the negotiating table in Doha and then ousting the U.S. military from Afghanistan, or rather, because of that success, Washington has made it clear that it has no plans to respect Afghanistan’s sovereignty. Indeed, the Biden administration’s response to pleas that the asset freeze be lifted demonstrates the hypocrisy and callousness of U.S. foreign policy.
On November 17, as reported by Tolo News, Mawlawi Amir Khan Muttaqi, Acting Minister of Foreign Affairs of the Islamic Emirate of Afghanistan, sent a letter to the U.S. Congress calling for the return of Afghan assets, correctly noting that “the fundamental challenge of our people is financial security, and the roots of this concern lead back to the freezing of assets of our people by the American government.”
The U.S. Special Representative for Afghanistan, Thomas West, rejected the Taliban’s request in a series of revealing tweets. West’s remarks effectively admitted that the dire situation pre-dates the Taliban takeover and confirmed that the United States was preventing “critical” international aid from reaching Afghanistan as retribution for the Taliban’s military success, while recognizing that Afghanistan’s “economy [is] enormously dependent on aid, including for basic services.”
Further, in a fashion typical of bourgeois idealism, which values words and appearances over substance and material reality, West condescendingly lectured the Taliban that “[l]egitmacy and support must be earned” and confirmed that the United States would consider lifting the murderous sanctions if the Taliban only learned to “respect the rights of minorities, women and girls.”
The irony of Washington’s position of respecting humanitarian rights by denying humanitarian aid was not lost on Muttaqi, who, in response to West’s tweets, questioned the tortured logic: “The U.S. froze our assets and then told us that it will provide us humanitarian aid. What does it mean?” Muttaqi reiterated the demand to release Afghanistan’s assets: “The assets should be freed immediately. The Americans don’t have any military front with us now. What is the reason for freezing the assets? The assets don’t belong to the Mujahideen (Islamic Emirate) but to the people of Afghanistan.”
In tacit acknowledgment that the state needs legitimacy to stabilize its rule, the U.S.-driven humanitarian crisis has prompted members of Congress to ask the Biden administration to reconsider certain aspects of its sanctions policy in light of the dire warnings issued by the UNDP and World Food Program.
On December 15, a bipartisan group of 39 lawmakers wrote a letter to the State and Treasury departments calling on the Biden administration to “allow international financial institutions to inject the necessary economic capital into Afghanistan while avoiding the transfer of money to the Taliban-led government” and designate a “private Afghan or third-country bank” as a central bank. The lawmakers also recommended, among other things, the release of the $9.5 billion of Afghan assets—but only if sent “to an appropriate United Nations agency” and only if used “to pay teacher salaries and provide meals to children in schools, so long as girls can continue to attend.”
On December 20, a group of 46 lawmakers led by House progressives wrote a similar letter to President Biden, explicitly linking the “U.S. confiscation of $9.4 billion” of Afghan assets to “contributing to soaring inflation” and “plunging the country…deeper into economic and humanitarian crisis.” Although the House progressives struck a harsher tone, they made the same requests as the December 19 letter, urging President Biden to allow Afghanistan’s central bank to access its reserves, consistent with proposals by “[c]urrent and former Afghan central bank officials appointed by the U.S.-supported government” and supported by “private sector associations such as the Afghan Chamber of Commerce and Investment and the Afghanistan Banks Association.”
This congressional pushback, tepid as it is, also reflects an inherent tension in the U.S. use of sanctions: While economic warfare is a necessary tool of U.S. foreign policy, sanctions are not always good for business in the short term. Afghanistan had been a source of wealth for the imperialist bourgeoise for the past two decades, and now certain sectors of the capitalist class apparently want back in.
Still, the Biden administration has shown no sign of easing the sanctions. In fact, the Biden administration is considering permanently depriving the Afghan people of the funds needed to combat the current humanitarian crisis, by transferring those funds instead to U.S. plaintiffs with outstanding default judgments against the Taliban. That is what two groups of judgment creditors have argued to U.S. federal judges. (Those cases are captioned Havlish et al. v. Bin-Laden et al., No. 03 Civ. 9848, and Doe v. The Taliban et al., No. 20 Misc. 740, and are pending in the Southern District of New York before Judges Daniels and Failla, respectively.)
Although its formal statement is not due until January 18, the Biden administration seems willing to go along with the plan—the only apparent obstacle is how to seize the Afghan funds without recognizing the Taliban as the legitimate Afghan government. Press Secretary Jen Psaki has twicecited that ongoing litigation as the primary reason for maintaining the asset freeze.
Following its imperial playbook, the U.S. sanctions imposed on Afghanistan are aimed at destabilizing Afghan civil society, making daily life so unbearable that the Afghan people eventually blame the Taliban for their misery, providing the United States and its proxies an opening to enact regime change.
Similar to sanctions imposed on Venezuela, Cuba, Iran, Zimbabwe, Eritrea, Nicaragua, and many others, the sanctions on Afghanistan are having their intended effect, which is to deprive the masses of essential goods and services as punishment whenever a government refuses to surrender its nation’s resources and sovereignty to the demands of U.S. and European capital.
Now more than ever, those in the imperial core must demand the end of U.S.-imposed sanctions against the Afghan people and oppressed people all over the world.

From the U.S. military intervention launched under the banner of democracy and human rights to restored warlords and the resuscitated Taliban regime, Afghan women have never stopped fighting for their rights.
When Taliban forces entered Kabul on August 15, appearing to have taken control of Afghanistan two weeks before the United States was set to complete its troop withdrawal, shock and fear for women’s fate under the Islamist group’s repressive rule quickly multiplied inside the country and globally.
After nearly 20 years of a U.S.-led coalition’s presence, a costly two-decade war, the very force the United States had tried to push out of power, in the name of its “War on Terror,” took over again. This time it occurred with stunning rapidity, in the wake of U.S. President Joe Biden’s hasty, chaotic military withdrawal.
With the U.S. exit from Afghanistan, hundreds of thousands of Afghan nationals were abandoned at the mercy of the Taliban, amid concern the fundamentalist movement would re-impose its hard-line interpretation of Islamic law on women and girls.
But securing women’s rights was used from the beginning to justify the U.S. military intervention. The Biden administration’s irresponsible pull-out in tandem with the swift, untroubled Taliban return speaks volumes about Washington’s lack of interest to secure respect for human rights and improve women’s lives. Humanitarian interventions have been used to deploy U.S. troops and drones in Iraq, Libya, Syria and other countries. As a consequence, 1 million people have been killed and an estimated 38 million have been forced to become refugees.
Condemning Humanitarian Interventions
The Revolutionary Association of the Women of Afghanistan (RAWA), the oldest feminist organization in Afghanistan, stated in its response to the Taliban takeover: “It is a joke to say values like ‘women’s rights,’ ‘democracy,’ ‘nation-building,’ etc., were part of the U.S./NATO aims in Afghanistan!”

The women’s association mentioned the United States’ geostrategic motives for its invasion, namely causing regional instability to encircle its rival powers, China and Russia in particular, and to undermine their economies via regional wars.
“Right from the start, RAWA members have been saying that freedom can’t be brought through bombs, war and violence,” Sonali Kolhatkar, co-director of the Afghan Women’s Mission (AWM), a U.S.-based organization that funds RAWA’s work, told Toward Freedom. “How can they liberate women while they’re killing their husbands, brothers and fathers?”
Afghan women have long known that the U.S.-staged war on terrorism—and any foreign meddling—was not going to make their country safer. Women took the brunt of the backlash of war, military invasion and, again, today’s uncertain aftermath.
“[Afghan women] have always rejected outside interference, and maintained that Afghans need to fight for their freedom from inside,” Kolhatkar said.
For decades, active women have been at the forefront of opposing fundamentalism, warlordism and imperialism in Afghanistan.
Leading political activist and human-rights advocate Malalai Joya publicly denounced the presence of warlords and war criminals in the Afghan parliament in 2003 while serving as a member of parliament (MP), which resulted in her dismissal. An outspoken critic of the United States and NATO, she has continued to denounce the 20-year U.S./Western occupation. She has condemned U.S.-led drone attacks and bombings, clandestine raids carried out by U.S. and Afghan special forces into civilian homes, all of which have killed thousands of Afghans.
Between 2001 and 2020, more than 46,000 civilians were killed and 5.9 million Afghans displaced as a result of the war’s ongoing violence.
U.S. Brings Taliban Back to Power
Activists at the Afghan Women’s Network (AWN), an NGO launched in the mid-1990s, have criticized the United States for allegedly bribing and empowering warlords, then resuscitating the Taliban’s power in the 2020 U.S.-led negotiations in Doha, which translated into replacing one fundamentalist regime in Afghanistan with another.
“I do not understand the United States for undoing and now redoing the Taliban in Afghanistan, whose ruling will affect women’s lives the most, which will be ruined yet again,” prominent human-rights activist Mahbooba Seraj, member of AWN, said in a interview with TRT World.
Talking to Toward Freedom, Alia Rasoully, an Afghan based in the United States who founded WISE Afghanistan, an organization that aims to provide women access to health and education, underlined how the Doha talks were conducted solely in the United States’ interest. She said many Afghans are not aware of the agreement’s details.
“Afghan women feel betrayed,” Rasoully said. “Although some women were included in the negotiations, none of their demands for basic human and Islamic rights are being met today.”

Spozhmay Maseed, a U.S.-based Afghan rights activist, deplored the seemingly unconcerned U.S. pull-out. “It was shocking to everyone,” she told Toward Freedom. “U.S. forces were combating terrorists for 20 years, today they’re dealing with them. Who were they fighting then? What was that fight for?”
RAWA member Salma, whose real name must be concealed to protect her security, relayed similar concerns to Toward Freedom.
“The U.S. invasion of Afghanistan after 9/11 was a military operation orchestrated by the CIA that brought in Northern Alliance puppet leaders, who are as extremist and misogynist as the Taliban, and painted them as ‘democratic’ and ‘liberal,’” she said.
“What’s the result of these 20 years?” Salma asked. “[The United States] spent more than $2 trillion on the war to bring back the same Taliban, and it turned the country into a corrupt, drug-mafia and unsafe place, especially for women.”
The façade of democracy the United States had poured trillions of dollars into maintaining was lifted when former President Ashraf Ghani abandoned the presidential palace on August 15 by reportedly dashing onto a helicopter with close to $200 million in tow.
“How breakable that ‘democracy’ was, and how rotten the U.S.-backed puppet government was!” Salma asserted.
The Work of RAWA
On its website, RAWA has documented through its reports, photos and videos the horrific conditions facing Afghan women at the hands of the mujahideen and the Taliban, as well as the destruction and bloodshed during the U.S. occupation, which was rarely reported in the media.
“This indigenous women’s movement had long been trying to draw international attention to the atrocities against their people, in particular the ultra-woman-hating acts they were witnessing,” AWM’s Kolhatkar stressed. “It was only after September 11, when the world discovered there were terrible things happening to women in Afghanistan.”
Unlike many other Afghans, RAWA members have stayed, striving to give voice to the deprived women of Afghanistan in the struggle for women’s rights.
RAWA, which was established in 1977 as an independent political organization of Afghan women struggling for women’s rights, is driven by the belief that only a democratic, secular government can ensure security, independence and equality among Afghan people. It became involved in the struggle for resistance following the Soviet intervention called for by the then-socialist government of Afghanistan in 1979. Over the last four decades, RAWA spoke out against the anti-Soviet resistance (known as mujahideen) in the 1980s, fought against the Taliban regime in the mid-1990s, denounced the role of the Pakistani state in creating the Taliban and has rejected the U.S. occupation of the last 20 years.
The women’s organization has been involved in various social and political activities to include literacy classes, schools for girls and boys in villages and remote areas, health and income-generation projects for women to help them financially, and political agitation. It has also worked with refugee Afghan women and children in Pakistan, running nursing, literacy and vocational training courses. In 1981, it launched a bilingual magazine in Persian and Pashto, Payam-e-Zan (Woman’s Message), spreading social and political awareness among Afghan women.
Due to its pro-democracy, pro-secularist and anti-fundamentalist stance, RAWA has always operated as a clandestine organization, including in the last two decades under the U.S. occupation and the so-called “democratic government,” which it never recognized.
Using pseudonyms, concealing their identities, turning their homes into office spaces, often changing locations to avoid attention, its members have been active in different areas across Afghanistan. They would run underground schools for girls and women where they would use their burqa as a way to hide their books, and disseminate copies of Woman’s Message, secretly aiming to raise awareness among women of their rights and change their minds.
As an unregistered organization carrying out political work and home-schooling, if authorities found about its existence and illicit activity they could react punitively with any member caught up.
Since the assassination of its founder, Meena Kamal, the feminist association has been working more underground as anyone openly identified as member would risk being arrested or even killed. Despite it becoming increasingly dangerous to organize, the movement continues to stand.
“This is the time our women need us the most in Afghanistan,” Salma said. “We have to continue to be the voice of the voiceless who are here.”
Women’s Rights at What Cost?
Afghan women saw improvement in their lives over the past 20 years in terms of access to education, healthcare and employment, as well as economic, social and political empowerment. But the gap between urban centers and rural areas never really narrowed. In rural areas, where it is estimated 76 percent of Afghanistan’s women reside, women still rely on men in their families for permission to attend school and work. Girls are typically allowed to have primary or secondary education, then their families proceed with arranged marriages. In 2020, as little as 29.8 percent of women could read and write.

“Progress was slower in rural areas,” Rasoully remarked. “We worked hard in advocating to convince parents that their girls could safely go to school in a very culturally appropriate environment that they were comfortable with.”
She called for greater efforts to address the urban-rural divide, noting the international community made the mistake of taking an inequitable approach to offering educational opportunities to Afghan girls, as it directed its programs at young women in cities.
In her view, the insecurity brought on by the war into rural communities was a major impediment that kept girls out of school and prevented women from working.
Many villages experienced for years the devastation of heavy fighting between the Taliban, foreign militaries, government forces and local militias. The loss of husbands, brothers and fathers to the war further compromised women’s ability to go about everyday life.

Salma made clear progress in women’s status in the past two decades has been the result of a “natural process.” During that time, Afghan women acquired basic freedoms that had been withheld from them under the Taliban regime. But the foreign military presence could not be credited for that.
Kolhatkar specified that while the United States had boots on the ground in Afghanistan and it supported women’s rights on paper, the United States allowed the opposite in practice by “working with fundamentalists every step of the way.”
She explicitly said the issue of women’s rights was never a concern for Washington. Rather, it was a pretext to make its long, protracted occupation “palatable.”
“RAWA had been warning the Americans since the early phase of the invasion not to embrace the Taliban, nor the warlords,” Kolhatkar, AWM’s joint director, reminded. “It shouldn’t at all surprise us that the U.S. administration finally left Afghanistan, with misogynist hardliners in charge once again.”
With the Taliban back in control on August 15, a wave of civil resistance mainly was initiated by Afghan women. The protests have built momentum, hitting different parts of the war-ravaged country in the last month.
Further, a new generation has grown up in a country that is connected to the rest of the world through the Internet. That has increased political and social awareness among the general public, especially among young people.
Today, groups of women—small and large—are disobeying Taliban restrictions, protesting in Herat, Kabul, Mazar-e Sharif and other Afghan cities to demand their fundamental rights. They are bravely defying the extremist group, refusing the idea of returning to the grim days that women lived through.
Under the Taliban’s previous rule (1996-2001), the Islamist militants enforced strict rules on women and girls, forcing them to cover their bodies from head to toe, prohibiting them from leaving home without a male family member, and banning them from going to school or work. If they did not abide by the rules, they could face severe punishment, such as imprisonment, torture or execution.
Rasoully expressed concern that the progress made by 35 million Afghans throughout the last two decades, especially young women and girls, may go to waste. She personally mentored girls in medical school, in areas like Kandahar, over the last five years.
“But today, we are being told girls cannot go to school beyond sixth grade,” she said. “This will take us back to the stone ages.”
Maseed, the U.S.-based Afghan activist, insisted today’s Afghan women are better educated and more politically aware than in the 1990s, and will keep pushing for their rights.
“If women go backward, they think it’s better to come out on the streets and be killed than to follow these regressive rules and die inside every day,” the activist affirmed.
Resisting oppression with exceptional resilience—even under the new Taliban rule—they intend to keep up their struggle. They also are appealing to the international community not to grant recognition to the Taliban as a legitimate political actor.
In the past weeks, Afghan associations and supporters in the diaspora have joined Afghan women’s calls to refuse to recognize the Taliban. But they also have criticized the U.S. role in creating a disaster, at both political and humanitarian levels. And it is clear from U.S. machinations that ordinary Afghans will suffer starvation with recent efforts at keeping the Taliban from accessing funds stored in foreign banks.
“Perhaps things were better for many Afghan women under a U.S.-supported government, but it is also the United States’ violent intervention, which has led to the situation in Afghanistan today,” Nida Kirmani, a feminist sociologist and professor at Pakistan’s Lahore University of Management Sciences, wrote in a tweet. “One cannot disconnect the two.”
