On February 25, 2021, Chinese President Xi Jinping announced his country of 1.4 billion people had pulled its people out of poverty as it is defined internationally. Since 1981, 853 million Chinese people have lifted themselves out of poverty thanks to large-scale interventions from both the Chinese state and the Communist Party of China (CPC); according to the data of the World Bank, three out of four people worldwide who were lifted out of poverty live in China. “No country has been able to lift hundreds of millions of people out of poverty in such a short time,” Xi said.
When UN Secretary-General António Guterres visited China in September 2019, he gushed over this accomplishment, calling it the “greatest anti-poverty achievement in history.”
“You reduced infant and maternal mortality rates, improved nutrition, reduced stunting and halved the proportion of the population without access to safe drinking water and sanitation,” Guterres said.
In 1949, at the time of the Chinese Revolution, the infant mortality rate in China was 200 per 1,000 live births; this declined to fewer than 50 by 1980. A World Bank study from 1988 noted, “Much of China’s success in improving the health of its people can be attributed to the health policies and the national health service delivery system.”
This is the historical context for Secretary Guterres’ 2019 comment; in other words, the Chinese state institutions—products of the revolution led by the CPC—improved the social conditions of life.
Before the Revolution
In 1949, China was one of the world’s poorest countries. Only 10 countries had a lower per capita GDP than China. Chairman Mao Zedong’s famous words at the inauguration of the People’s Republic of China—“The Chinese people have stood up”—is a reflection of a century of humiliations that produced terrible poverty in the country.
The degree of this national suffering may be seen in the fact that between 1840 and 1949 almost 100 million Chinese people died in wars, which directly resulted from foreign intervention, or were victims of civil wars and famines related to those interventions. China had suffered the longest Second World War, from 1937 to 1945 (with a civil war following that lasted until 1949); the death toll was at least 14 million (as documented by Rana Mitter in his book, Forgotten Ally: China’s World War II, 1937-1945). From the Opium Wars beginning in 1839 to the Japanese invasion in 1931, China struggled to establish its sovereignty and its future.
It was the terrible burden of this past that brought together a range of radicals to establish the CPC in July 1921 in Shanghai. The small group of 13—including Mao—met in Shanghai’s French Concession and then on a tourist boat on Nanhu Lake after the foreign police came for them on the information of a spy. The principal task of the CPC was to organize and guide the working class. By May Day 1924, 100,000 workers marched in Shanghai, while 200,000 workers marched in Canton. “The time is past when workers are only cannon fodder for the bosses,” the workers wrote in a leaflet. The CPC threw itself into these struggles, growing through setbacks—including the Shanghai Massacre of 1927; leadership by the CPC in the protracted, anti-imperialist war against Japan led it to eventual victory in 1949.
Phases of Socialist Construction
The Chinese Revolution had to confront a broken state, a destroyed economy and a society in deep turmoil. In 1949, China’s people lived three years less than the world average. They were less well-educated and deeply unhealthy. By 1978, they lived five years longer than the world average. Literacy rates had risen, and health care data showed a marked improvement. As China in 1978 was 22 percent of the world’s population, never in human history had such an immense step forward taken place.
From 1978, with the introduction of “reform and opening up,” China achieved the fastest economic growth ever calculated by a major country in recorded history. From 1978 to 2020, China’s annual average GDP growth was 9.2 percent. Since 1978, China’s household consumption has increased by 1,800 percent, twice that of any major country. This means that everyday life has improved markedly in China. China’s literacy rate is now 97.33 percent, up from 95.92 percent in 2010, far above the literacy rate of 20 percent in 1949.
By 2025, China will become a “high-income” economy by World Bank international standards, according to Justin Lin Yifu (a standing committee member of the Chinese People’s Political Consultative Conference National Committee, and dean and professor at the Institute of New Structural Economics of Peking University). That is, in about 75 years, a single lifetime, China will have gone from almost the world’s poorest country to a high-income economy—with all the enormous improvement in human living standards, life expectancy, education, culture and numerous other dimensions of human welfare this results in.
With a handful of people founding the Chinese Communist Party 100 years ago, the Chinese people gained a leadership body that could deliver them from a struggle that dates back to 1839. Now, the CPC will play a decisive role in determining the fate not only of China but of the world. This historical context is too often lost when Western media and politicians play down China’s socioeconomic victories or imply they came out of nowhere. China’s people have fought for this outcome for centuries.

Afghanistan is teetering on the brink of universal poverty. As much as 97 percent of the population is at risk of sinking below the poverty line unless a comprehensive response to the country’s multiple crises is launched, according to a September 9 report the United Nations Development Program (UNDP) released.
In his video message to the 21st Summit of the Council of Heads of State of the Shanghai Cooperation Organization (SCO) that was held on September 17, Secretary-General of the United Nations António Guterres addressed the group:
“You come together at a pivotal time. Troubling developments in Afghanistan are causing profound political, economic, security and humanitarian challenges. The situation is rapidly evolving and unpredictable. But it is clear that the Afghan people want extreme poverty to be eradicated, jobs to become available, health and education services to be restored, and their lives and basic rights and freedoms to be protected. They want their country free of insecurity and terror.”
Two Factors for Economic Crisis
Guterres’ words carry enormous significance. The UNDP report, which analyzed four potential scenarios of escalating intensity and isolation, indicates that real GDP could contract by as much as 13.2 percent, leading to a nearly 25 percent increase in the poverty rate.
Two factors have caused Afghanistan’s economic freefall. First, even before the escalation of conflicts, a highly dysfunctional neoliberal kleptocracy—with limited writ over a narco state, dependent on foreign aid and rentier economics for its survival—was pillaging the country with the help of the United States and its European accomplices. The result: Cruelty and callousness became the mode of governance. COVID-19 devastated Afghan society: The coronavirus is believed to have infected millions, with the impact helping drive an increase in the poverty level from 38 percent in 2011 to an estimated 47 percent in 2020. At the beginning of 2021, as many as 14 million people could not obtain sufficient food, meaning more than one-third of the population of roughly 38 million was going hungry. Food insecurity is a result of constant droughts. Afghanistan is highly vulnerable to climate change, having witnessed a mean rise in temperature of 1.8° Celsius (or 35° Fahrenheit) since the middle of the 20th century, compared to a global average of 0.82° C (33.4° F). Droughts are likely to become an annual occurrence by 2030. A severe drought caused more internal displacement between 2017 and 2018 than the conflict itself. The country now is suffering from another prolonged dry period.
The second factor that caused Afghanistan’s economic freefall is, since the Taliban takeover, the imperialist bloc led by the United States has forced Afghanistan into economic isolation. The World Bank has halted funding for new projects, the International Monetary Fund (IMF) has suspended payments to Afghanistan and the administration of U.S. President Joe Biden has frozen the assets of Afghanistan’s central bank, which are held in the United States. Thus, Afghanistan has been faced with the absence of liquidity (cash), spiraling prices of food and medicine, currency depreciation, unemployment, and the collapse of services and construction. No money is available for public finance and administrative operations—that means no prospect of salaries for government workers. Eighty percent of Afghanistan’s last approved annual budget of $5.5 billion was funded by external aid.
Regional Shifts
UN High Commissioner for Refugees, Filippo Grandi—after concluding his three-day visit to Afghanistan on September 15—commented: “The humanitarian situation in Afghanistan remains desperate… if public services and the economy collapse, we will see even greater suffering, instability, and displacement both within and outside the country… The international community must therefore engage with Afghanistan—and quickly—in order to prevent a much bigger humanitarian crisis that will have not only regional, but global implications.”
The SCO countries have heeded Grandi’s advice. Instead of implementing measures that punish the Taliban in ways that exclude Afghanistan and adversely impact the country’s citizens, the organization is trying to actively promote a smooth transition in Kabul. In the latest SCO gathering in Dushanbe, Tajikistan, Central Asian countries—which had previously accepted their roles as mere doormats for U.S. ambitions in Afghanistan—voiced concerns about the bellicose attitude of Western countries toward Kabul.
“Considering the humanitarian situation, we propose looking into the possibility of lifting the freeze on Afghanistan’s accounts in foreign banks,” Uzbek President Shavkat Mirziyoev remarked.
Tajik President Emomali Rahmon, too, reiterated these viewpoints, adding “the entire burden of negative impacts” following the withdrawal of the United States from Afghanistan “will be placed on Afghanistan’s neighboring countries.”
Central Asian countries’ implied criticism of U.S. foreign policy is important. From the 2000s onward, the U.S. stance toward Central Asia was an extension of its war in Afghanistan. The region became a base for the North Atlantic Treaty Organization (NATO) and a conduit for International Security Assistance Force (ISAF) supply routes. Economic agendas were relegated to the back burner. A half-hearted attempt was made to create a regional energy market in Central Asia, Afghanistan and South Asia. With the Northern Distribution Network (NDN) as a starting point, the New Silk Road (NSR) was supposed to facilitate trade and transport corridors, ease customs and border procedures, and promote economic links.

However, these grandiose ideas were all for naught. Apart from profiteering from the ISAF bonanza and fleecing Afghanistan and its donors, Central Asian countries gained nothing substantial from U.S. initiatives. These benefits also came to an end with the decrease in the tempo of the Afghan war—beginning from the NATO drawdown in 2014 and ending with the U.S. exit in 2021. Failed regional cooperation, widespread corruption and disproportionate enrichment of elite insiders serve as relics of Western involvement in Central Asia.
China’s Role with Afghanistan
Growing disillusionment with the U.S. strategy on Afghanistan has pushed China—an SCO heavyweight—to the forefront of global diplomacy. For China, Afghanistan is not a passive unit in a geopolitical struggle against its rivals; it is a bridge between Eurasia and South Asia, and between East Asia and West Asia. It lies between two of the main Belt and Road corridors—the China-Pakistan Economic Corridor to the south and the China-Central Asia-Western Asia Economic Corridor to the north. Thus, Sino-Afghan ties are built on tangible geo-economic connections, not on opportunistic geo-political aims.

On September 8, Chinese State Councilor and Foreign Minister Wang Yi announced $31 million in aid for Afghanistan, saying the funds were a “necessary step” to restore order and “end anarchy.” A week later, Chinese Foreign Ministry spokesman Zhao Lijian told reporters in Beijing the United States had no legitimate reasons to freeze Afghanistan’s assets. Asked about the Taliban’s demand that the United States should unfreeze Afghanistan’s assets, Zhao said: “I think that the [Taliban’] spokesperson is right.” He went on to say, “These assets belong to the Afghan people. They [United States] should respond to the legitimate requests of the Afghan people and stop the wrong practice of sanctions and stop making obstacles for Afghanistan’s peace and reconstruction.”
In his speech to the SCO Summit, Chinese President Xi Jinping provided the regional context to his country’s evolving Afghan plan:
“We SCO member states need to step up coordination, make full use of platforms such as the SCO-Afghanistan Contact Group and facilitate a smooth transition in Afghanistan. We need to encourage Afghanistan to put in place a broad-based and inclusive political framework, adopt prudent and moderate domestic and foreign policies, resolutely fight all forms of terrorism, live in amity with its neighbors and truly embark on a path of peace, stability and development.”
In a meeting convened on September 16, to discuss the situation in Afghanistan, Chinese Foreign Minister Wang Yi proposed the following to his contemporaries in Russia, Iran and Pakistan: 1) the United States should be urged to provide economic and humanitarian assistance to Afghanistan; 2) the Taliban regime should be encouraged to make a clean break with terrorist forces; 3) concerted efforts should be made to moderate Afghanistan’s domestic and foreign policies and promote the basic rights of ethnic minorities, women and children; 4) pathways should be opened for the regional economic integration and development of Afghanistan; and 5) the spillovers of security risks should be systematically prevented. These five suggestions are sensible and should be supported by the international community to ensure stability in Afghanistan.

General Chun Doo Hwan was the corrupt military dictator that ruled South Korea (Republic of Korea or ROK) from 1979-88, before handing off the presidency to his co-conspirator General Roh Tae Woo. Chun took power in a coup in 1979, and during his presidency he perpetrated the largest massacre of Korean civilians since the U.S. war on Korea. He died on November 23, in pampered, sybaritic luxury, impenitent and arrogant to the very last breath.
Many western media outlets have written censorious, chest-beating accounts of his despotic governance and the massacres he perpetrated (here, here, here, and here)—something they rarely bothered to do when he was actively perpetrating them in broad daylight before their eyes. Like the light from a distant galaxy—or some strange journalistic time capsule—only after death, decades later, do “human rights violations” in South Korea burst out of radio silence and become newsworthy.
Better late than never, better faint than silent, better partial than absent, one could argue. Still all of them miss out on key facts, spread lies through omission. A key dimension of Korean history and politics looks to be buried with his death. A little background history is necessary to elucidate this.
The Sorrows of the Emperor-Dictator
The “imperial president,” Park Chung Hee
Chun’s predecessor and patron, the aging South Korean dictator Park Chung Hee, had ruled the country as an absolute totalitarian despot for 18 years, but he knew in his bones that his days were numbered. He had survived two violent assassination attempts, mass civil protests, and even opprobrium from his U.S. puppet masters, despite serving them loyally by sending 320,000 South Korean troops to Vietnam. Even Park’s closest advisors were worried about the fragility of his rule.
Park Chung Hee had been a former Japanese military collaborator during Japan’s colonization of Korea. A U.S.-installed puppet Syngman Rhee had smashed socialism in the South through genocide—a method later to be replicated in Indonesia’s “Jakarta method.”
But the puppet-genocidaire Rhee was in turn toppled by student protests in 1960, and the integration of South Korea into a U.S.-led security structure and capitalist order looked precarious due to popular hatred of the United States. Into this foment, Brigadier General Park took power in a vicious putsch. Park was a totalitarian fascist groomed within the Japanese military system, where he had conducted counterinsurgency against Korean independence fighters in Manchuria. (One of them, a legendary guerrilla leader called Kim Il Sung, would escape his clutches and become a life-long nemesis.) He had then been trained and cultivated by the United States during the 1950s, attending military school in the United States. When Rhee was deposed, Park rapidly took power, pledging fealty to the United States and total war against communists. Having already proven his anticommunist credentials through a massive treachery, betrayal and slaughter, he was welcomed by the Kennedy administration. This established the Junta’s legitimacy, while maintaining the continuity of U.S. colonial “hub and spoke” architecture in the region.

Park nominally assumed the presidency through an election but then tightened his regime until he attained the powers of the Japanese emperor, whom he had worshipped and admired during Japanese rule. He formally rewrote the constitution after the Japanese imperial system, legally giving himself the powers of Showa-era Sun God. This, along with his dismissal of colonial atrocities to normalize relations with Japan, in obeisance to the U.S. strategic design for the region, resulted in massive civil insurrection against him. These protests were barely put down with mass bloodshed, torture, disappearances and terror. But even among his inner circle, doubts were voiced about his extreme despotic overreach.
The Insurance Policy: Ruthless and Cunning
From the earliest days of his rule, Park Chung Hee had cultivated high ranking officers to key positions, as loyal retainers in an insurance policy in case a coup happened against him. A secret military cabal, later to be called “Hanahwe” [also, “Hanahoe”; “the council of one”], a group of officers within the 1955, 11th class of South Korea’s Military Academy, had signaled their total fealty to Park during Park’s military coup in 1961. As a result, Hanahwe members were rapidly brought in-house, rewarded with powerful roles within the military government, and formed a deadly, elite Praetorian guard within the labyrinthine power structures of the Park Administration.

Two of them were the leaders of this secret-society insurance policy. One of them, Chun Doo Hwan, would be referred to as the “ruthless one”, known for his amoral brutality and utter lack of conscience. He would later be called “the slaughterhouse butcher.” The other was Roh Tae Woo, Chun’s military blood brother, the “cunning one,” known for his strategic, tactical and political cunning.

Together, “Ruthless and Cunning” would prove their mettle in Vietnam, auditioning as understudies for the U.S. imperial war machine, and proving their bona fides by operating a rolling atrocity machine, the SK 9th Infantry “White Horse” Division, where Chun’s 29th regiment would cut its teeth on brutal massacres against Vietnamese civilians. Psychopathic and amoral, they would form a two-headed hydra, ensuring Park’s rule against enemies within and without. A third member of Hanahwe, Jeong Ho Yong, would also cut his teeth in the 9th Division in Vietnam, as would the Capital Mechanized “Fierce Tiger” Division, and various Marine and special warfare brigades. All would gain recognition and favor with the U.S. military brass in Vietnam, where South Korean troops would eventually outnumber U.S. troops on the ground. They would also play key roles in future Korean history. Sex, Whiskey and Guns: High Deductibles
Park’s insurance policy kicked in when his KCIA chief pumped him full of bullets at a whiskey-sodden orgy gone bad in late autumn of 1979. Two young women—a nervous college student and a popular singer—had been procured to serve the sexual whims of the president at a luxurious KCIA “safehouse” that had been set up for such routine vernal assignations. During the pre-coital dinner banquet, with expensive whiskey serving as lubricant, a heated argument arose between the KCIA Chief, Kim Jae Kyu and Chief Presidential Bodyguard Cha Ji Chol, about how to put down massive civil protests against Park’s rule in Pusan and Masan. Cha Ji Chol proposed the “Pol Pot option” arguing that a massacre of 30,000 civilians would subdue civilians and put the genie back in the bottle. This was accompanied by insults at Kim for not having implemented such “effective” measures. Kim Jae Kyu, incensed either at the casual brutality or at the blatant criticism, put an abrupt end to the debate by drawing his pistol and shooting Cha and Park. “I shot the heart of the beast of the (Yushin) dictatorship,” he would later claim. Park’s insurance policy would rapidly kick in at that point, although the deductible would be his own life. Enter the Praetorian Guard: Tigers, Horses, and Dragons
After Park’s death, Oct 26th, Lt General Chun Doo Hwan, the head of the Armed Forces Defense Security Command (DSC)—Park’s institutional Praetorian Guard—rapidly took matters in hand. Chun would rapidly take over, first the investigation of the assassination, then key army positions, and then the government. Some historians marvel at the rapidity with which Chun consolidated power and how quickly he disciplined loose factions within Park’s old guard. This ignores the rhizomatic base of Hanahwe deep within the executive and in all branches of the military, and the institutional powers baked into the DSC to preserve loyalty and deter subversion and coups. Chun, using his statutory powers, and good dose of military firepower, arrested key military leaders for the assassination, and then on December 12, 1979, instigated a coup, supported by Hanahwe comrade Roh Tae Woo, now division commander of the 9th “White Horse” Division. Roh withdrew the elite unit from its critical position on the Demilitarized Zone (DMZ) that separates northern and southern Korea to the Capital, where they were joined by another Vietnam/Hanahwe classmate, general Jeong Ho Yong. These troops, with another Vietnam-veteran division, the Capitol Mechanized “Tiger” Division, and various special warfare brigades, fought the old guard in the streets before rapidly subduing them. Not long after this class reunion, Chun would declare martial law and appoint himself president with a new constitution and fill all key military ranks with his Hanahwe classmates. A “Splendid Holiday” Turns Sour
Mass protests broke out again after Chun’s declaration of Martial Law on May 17, 1980. In the city of Gwangju, hundreds of students protested. Chun’s response was to send a crack division of special warfare troops to smash heads, assault bystanders and shoot protestors, in an operation named “Splendid Holiday.” Beatings, rapes and mass killings were the order of the day; “blood flowed like rivers in the streets.”

However, in an extraordinary turn of events, stunned protesters, instead of capitulating at the terror, responded by storming police armories and requisitioning weapons, taxis, buses and improvised explosives, to fight the elite troops to a standstill. Despite the deployment of helicopter gunships and Armored Vehicles, 3,000 Special Warfare Paratroopers, along with 18,000 riot troops, found themselves driven out of the city. In this, the liberation of Gwangju stands out as one of the most astonishing feats of civil resistance of the 20th century.

This victory was not to last, however. After the rebels surrendered thousands of arms as a gesture of good faith to seek amnesty, Chun’s administration would assault the city with two armored divisions and five special forces brigades. An untold number of civilians—excess death statistics note 2,300 individuals—would be slaughtered, searing Gwangju into the historic annals of atrocity and infamy. Anti-government protests would go underground, and re-erupt seven years later, when Chun’s presidency, which had been awarded the Olympics found it inconvenient to perpetrate another massacre in front of the international press in the run up to the Olympics. Chun would accede to protesters’ demands for a direct election, the outcome of which conveniently passed the presidency to his Hanahwe second, General Roh Tae Woo. The Missing Factor: Who Let the Dogs Out?
The above are the basic historical outlines, acknowledged by most journalists and historians. But what they miss out, is the platform and permissions that circumscribed these historic events. In particular, two questions arise: Under what authority did Chun initiate his coups? And how did he subdue Gwangju? The answer leads back to the same place. South Korea has never had a policy independent of the United States—it has always been a vassal neo-colony. This was demonstrated when the United States placed Terminal High Altitude Area Defense (THAAD) missiles on Korean soil, ignoring the explicit orders of President Moon Jae-In by coordinating secretly with the South Korean military. Even U.S. Ambassador Donald Gregg acknowledged openly before Congress that the U.S.-South Korea relationship had historically been a Patron-Client relationship. This is because the southern state of Korea, from its inception, was created deliberately by the United States after liberation to thwart a popular, indigenous socialist government (the Korean People’s Republic) from taking sovereign power over the entire peninsula. Since its occupation in 1945 by the U.S. military government, South Korea has always been constrained and controlled by the United States. Its politics and culture, even where it might be nominally independent, has been thoroughly colonized by the United States. For example, in the early 1990s, a fractious intra-party conflict broke out between two cabinet factions of the liberal Kim Young Sam presidency. The “irreconcilable” fight was between cliques that had studied political science at the University of California Berkeley and those who had studied at Yale University. Such were boundaries of South Korean discourse and the overarching nature of U.S. influence. This state of affairs is most true of the South Korean military, which was cloned from the U.S. military during the U.S. occupation of 1945-48, and which has been continuously under U.S. operational control (or OPCON) since July 14, 1950.

Key leaders, such as Park, Chun, Roh were trained and indoctrinated into U.S. military practices and culture and had close personal connections with the U.S. military. Chun, for example, had attended the U.S. Psychological Warfare school and Special Warfare school in Fort Bragg, Ranger school at Fort Benning, and Airborne training at the U.S. Army infantry school before receiving commissions to lead Special Warfare forces. He then went to Vietnam, fighting under U.S. Military Assistance Command, Vietnam (MACV) command before ascending to key positions in the ROK military.
This dependency is starkest regarding military operational control, which the United States still maintains in “wartime” to this day. ROK divisions cannot move or act independently without explicit orders from the top of the military command chain, or unless explicit permission is granted to be released from this operational control. The head of the military command chain at the time of Gwangju was General John A. Wickham, Jr., the head of the ROK-U.S. Combined Forces Command, and United States Forces Korea (UNC/CFC) command. Wickham would have been subordinate to the U.S. Joint Chiefs of Staff.
In other words, South Korean troops do not get to commit massacres on their own. They need a hall pass from the United States to engage in any military maneuvers or actions. The U.S. military granted them such a hall pass to travel down to Gwangju, knowing that this plan that would likely result in the slaughter of students and citizens. The released units under the Special Warfare Command, a lethal killing machine, are all divisions with a deep integration with and long history of serving the United States.
The United States claims that it was utterly in the dark and in no position to refuse the release of OPCON demanded by South Korea: That the Koreans snatched up OPCON, like a bully stealing lunch money, and then went on to commit mass atrocities that the United States could only sit by and watch in slack-jawed innocence. These are after-the-fact re-workings of history by creative lawyers ignorant of military realities. Militaries are instituted to have unity of command, and Chun was a U.S.-trained, known actor in a specific chain of command, with close ties to the U.S. brass. The notion that a partially established coup junta of a client state could simply Swiss-cheese U.S. military command structure and snatch OPCON to commit massacres at will strains credibility. The absurd official portrayals of the U.S.military brass as hapless damsels before roguish generals is refuted by official records and smacks of satire or desperation.

In fact, journalist Tim Shorrock using the declassified “Cherokee files,” has detailed well the discussions that happened at the time of Gwangju: Top U.S. officials in the Carter administration 1) knew of the brewing crackdown and 2) greenlighted military action, knowing full well the costs. According to Shorrock’s meticulous reporting:
[Troops] were sent with the approval of the U.S. commander of the U.S.-Korea Joint Command, Gen. John Wickham… That decision, made at the highest levels of the U.S. government… exposed how deeply the Carter administration was involved in the planning for the military coup of 1980… the Carter administration had essentially given the green light to South Korea’s generals to use military force…
This action was authorized to avoid a second “Iran” debacle, where another U.S.-placed despot had been overthrown by popular revolt to U.S. consternation, humiliation and loss. Not only did the United States greenlight the massacre by U.S.-familiar Vietnam-veteran divisions, the United States deployed the USS Coral Sea to support the flank of Chun’s military during the retaking of the city and heightened surveillance support with Airborne Warning And Control System (AWACS). In other words, the Gwangju massacre was a U.S.-enabled-and-supported operation, done with explicit U.S. knowledge and coordination.
Pentagon lawyers have argued that they had previously “released OPCON” to the Korean military, so that these massacres were not done under direct U.S. control. That is a distinction without a difference, akin to a pit bull owner saying that they took their beast off the leash, and therefore are not responsible for the deadly consequences. The ROK military was a US-trained-and-coordinated combatant force; some units involved had served directly under the US I Corps in Vietnam only years prior to Gwangju. The very fact that the United States released OPCON, knowing full well their capacities, military histories, and what was on the cards, makes the whole argument a poor exercise in plausible deniability. No one who has the smallest understanding of how armies work would fall for “the pit bull ate my homework” excuse.
The United States has also argued that the Special Warfare division was exempt from OPCON at the time. This, too, is a legal fiction—Special Warfare Troops (SWF), of all ROK troops, are the most tightly integrated and bound to U.S. command, where they have a long history of training, coordinating, and working with and as proxies for the U.S. military. (The United States maintains this pretense because SWF are designed to infiltrate into North Korea, where the necessity to avoid U.S. command responsibility requires a legal fiction of “independence”).
The same could also apply for Chun’s coups as well. The Dec 12 coup involved the movement of the Vietnam-veteran 9th division, far away from its position guarding the DMZ to attack the incumbent government, along with maneuvers of the Capital Mechanized Division and Special Warfare Troops. The May 20 coup also involved large troop maneuvers to threaten and dissolve the Korean parliament. South Korea is a small, crowded peninsula, bristling with arms and military bases on hair trigger alert, surveilling and monitoring every inch of its territory for military movement. To assert that the U.S. command was aware of the coups is not conspiracy that presumes U.S. omniscience. It’s simply assuming clear signaling on a crowded dance floor to avoid inadvertent collisions. It’s inconceivable that such a massive troop maneuver would not have been signaled up the chain at minimum to avoid a friendly fire incident.
Return OPCON, Restore Peace
So where do these facts leave us?
As the media stir up the flies around Chun’s sordid past, they also seek to bury with his body the fact that South Korea’s military is an appendage of the U.S. military, and that its warts, chancres, and tumors are grown from within the U.S. body politic. Exorbitant atrocities such as the Bodo League Massacres, or the Gwangju Massacre, accrue to the secret debit account of the U.S. imperial ledger, where human rights violations vanish off the books, and where moral debt and karmic interest are never calculated or reconciled.
Despite a confusing, bifurcated organizational structure (independent command control vs. subordinated operational control; Peacetime OPCON vs. Wartime OPCON), the bare political fact is that South Korea’s military falls effectively under U.S. control, not simply in “wartime,” but whenever it is politically expedient or strategically necessary. This card was obvious when the ROK military simply defied Moon’s moratorium on THAAD missile installation and took its orders from the United States, not even bothering to notify the Korean president that the missiles had been delivered in-country. Subsequent investigation revealed that the South Korean military claimed a confidentiality agreement with the U.S. military as the reason to hide the information from South Korea’s own commander-in-chief.
Not only does the ROK military translate the will of the United States in domestic actions—including coups and massacres, but it also has functioned as a brutal sidekick for U.S. aggressions abroad, and serves as a strategic force projection platform and force multiplier for U.S. containment against China. Unlike any other “sovereign” state in the world, South Korea’s 3.7 million troops and material all fall under U.S. operational control the instant that the United States decides that they want to use them.
This is despite the fact that since the inception of its civilian government in 1993, South Korea has sued the United States for the return of OPCON. This request is now going into its third decade; the United States has simply stalled, moved goal posts, changed definitions and conditions, and stonewalled to this date.
This debate around OPCON is important in the current historical moment as the United States is escalating to war with China. Any de-escalation with North Korea will require the declaration of peace, predicated on the return of sovereign OPCON to South Korea. However, the United States will not seek to de-escalate tensions with North Korea, because if that happens, South Korea is likely to confederate in some manner with North Korea, join China’s Belt and Road Initiative and then become integrated as an ally of China. This would cripple the hegemonic control (or the architecture of U.S. hegemony) in Northeast Asia. Hegemony refers to the dominance of one group over another via various means. This renders any peace with North Korea antithetical to U.S. strategic interests.
Secondly, the U.S. escalation for war with China requires the capacity to access and threaten the Chinese landmass across a series of leverage points. Inescapably, South Korea will be a key theater of battle, because of its geostrategic position as a bridgehead onto China. Also, the temptation to leverage a force of 6.7 million South Koreans (3.7 million troops +3 million paramilitary) as cannon fodder for war against China is simply too irresistible to pass on. In light of this, Korea expert Tim Beal argues that in this moment of heightened tension with China, the most dangerous place in the Pacific is not the South China Sea or the East China Sea, but on the Korean peninsula.
We will see this conflict heighten as South Korea enters into a new presidential election cycle between a U.S.-favored conservative candidate, and a China-sympathetic progressive candidate.
Nevertheless, South Korea’s history offers a stark and ominous lesson, one that the mainstream media would prefer you ignore: A battle is brewing, with very high stakes. Under pressure, the United States has taken brutal actions to maintain control and hegemony. It may do so again.
Chun’s passing is being taken as an opportunity to distribute soporific drafts of historical amnesia—the better to sleepwalk into war or tragedy, again.
People with a conscience should not let this misdirection pass. To close one’s eyes to history is to enable future atrocities and war. Only with eyes wide open does the public have a chance of staving off this coming war.

SULAYMANIYAH, Iraqi Kurdistan—Standing outside his home in Chaqlawa village, a half-hour drive from the city of Sulaymaniyah, Latif Karim Ismael, wearing black baggy trousers and a light-blue shirt, greeted us and hinted we sit in his backyard.
Accustomed to working a thriving land, the 75-year-old farm worker has to face up to a completely different reality today, with his production having dramatically dropped because of a drought.
“Ten years ago, our land produced 12 tons of wheat—now it’s six,” Karim Ismael began recounting to Toward Freedom. “Barley is half or less than what we used to harvest. Until five years ago, I was growing plenty of vegetables, like chickpeas, beans, lentils. Now, it’s just wheat and barley.”
Karim Ismael added that, besides low rainfall, the poor state of water has caused heavy losses to his yield. Untreated wastewater originating from Sulaymaniyah, the capital of the province of Sulaymaniyah in Iraq’s Kurdistan Region (KRI), has contaminated water and soil around Tanjaro River since the early 2000s.
“Back in time, I used to sell my own produce and make an income from that,” the 75-year-old sighed. “Today, the little we grow barely covers our needs.”
Living with three family members, none of whom work, he has relied on his small pension from working for 16 years as a handyman in a public school to provide for the household.
The main source of water supply for his family is groundwater from a well, collected for both agriculture and domestic use (drinking, washing, cooking and cleaning). Having witnessed harsh water shortages in the past few years, he said he would turn to the water well for irrigating his crops.

The agricultural season in KRI usually starts in early November with the first rainfall. The harvest begins in mid-May and lasts until June, extending into July in some areas.
Most Kurdish farmers have normally relied on winter rains to fill reservoirs that sustain their fields through the dry season. However, rainfall across the region has drastically dropped over the last two years.
In April, the director of Dukan dam predicted a drought in the region this year as only 300 millimeters—half of the needed precipitation—had fallen.
Fifty percent of Iraq’s farmland faces desertification. The main rivers—the Euphrates and Tigris—are expected to dry up by 2040, according to the Iraqi federal government. Meanwhile, the World Bank has predicted a 20-percent drop in drinking water by 2050. NGOs say long-standing dams in neighboring countries exacerbate the conditions. Meanwhile, the regional government recently approved four dams in Iraqi Kurdistan to combat the lack of water. All this comes as Iraq is among the five countries most vulnerable to water and food insecurity due to climate change.
Since the start of the 2000s, local farmers have not received compensation or other types of support from the Kurdistan Regional Government (KRG) for losses suffered.
“We haven’t seen any assistance, whether financial aid, equipment or fertilizers,” Karim Ismael said. He added the KRG said its priority was first the fight against ISIS, then the budget dispute with the Iraqi federal government, and later the COVID pandemic.
The old peasant lives on his invalidity pension, having carried a war injury disability since the time he fought during the 1960s for autonomy within Iraq. Like everyone in the village, he depends on groundwater for his family’s consumption and to water the little he can produce. They have their own well and share it with four households.
Chaqlawa, which counts 50 houses and some 330 residents, is not connected to the main water pipeline from Sulaymaniyah, as is usually the case in rural areas. People help one another by sharing water wells. They strive to ensure wells do not dry up, or at least that the groundwater is sustained until the next rainy season.
Adding pressure on water resource management, villagers have not adapted to the water crisis.
“People don’t use water properly,” Shad Azad Rahim, an environmental activist from Sulaymaniyah told Toward Freedom. “There’s still no awareness of water conservation, and many farmers have not converted to modern, efficient irrigation systems.” Only two farmers use the drip irrigation method.
Rahim, who coordinates projects at Humat Dijlah and Waterkeepers Iraq-Kurdistan, two local organizations striving to protect water sources, denounced that shopkeepers and others use drinking water for routine cleaning. “Such conduct goes completely unpunished.”
The project coordinator also pointed to the lack of wastewater treatment plants in Iraq, implying sewage and industrial garbage are commonly dumped into fresh water courses. That has polluted the KRI’s two main sources for drinking water, the Dukan and Darbandikhan lakes.
“People have been demanding treatment facilities for years and years,” he said. “Yet, no action has been seen from the government’s side.”

‘Tar Oil Killed My Crops’
A few hundred meters away from Karim Ismael’s house, three villagers who had gathered on a rural road made their way into a patio while inviting this reporter to follow them.
“Years back, I was planting a large amount of crops. Until the day I found them all black and dead!” Mohamed Mahmoud Ismael uttered to Toward Freedom. Donning a black-and-white turban scarf on his head, the 75-year-old pointed to an oil factory in the vicinity of farmlands. “Tar oil poured straight into Tanjaro River at night reached my arable land and killed the crops.”
Seventy percent of Iraq’s industrial waste is dumped into rivers or the sea, based on data provided by the UN and academics. The Tanjaro River, located south of Sulaymaniyah city, has been polluted by untreated wastewater for decades. It joins the Sirwan River to form the Diyala River, which is a tributary of the Tigris, the great river of Mesopotamia that together with the Euphrates gives life to all of Iraq. The direct impact on residents is twofold because they use water for drinking and farming. In partnership with Humat Dijlah, and in coordination with the Sulaymaniyah governorate’s Department of Environment, Waterkeepers Iraq-Kurdistan has organized the “Tanjaro River Threat Assessment and Outreach Project” to raise awareness about environmental threats surrounding this small river. The advocacy NGO organizes regular cleaning campaigns at lakes and rivers in the Kurdistan region.
Meanwhile, Neighboring Turkey and Iran’s dam projects have reduced water flow into Iraq. While Iraq and Syria have signed up to the UN Watercourses Convention of 1997—under which nations are obligated to equitably share their neighbors’ water resources—Turkey and Iran have not.
The spokesperson for Iraq’s water ministry said that since last year, water levels in the Euphrates and Tigris rivers had dropped by more than half.
Water activists have reported severe water scarcity in areas from Diyala governorate all the way south to Basra, complaining dams reduce the proportion of water quotas, especially in southern Iraq.
“Up until 1998, we were two big families here cultivating a large output of vegetables and living entirely on our food products. We would always have extra yield to give to other families,” Bakr Sdeeq Hussein, 54, recounted, speaking to Toward Freedom in Chaqlawa. “As water pollution and scarcity gradually hit most of my agricultural production, I decided to cultivate only wheat and few fruits (pomegranates, peaches, apples). I had planted 30 small trees last year. Sadly, all of them died.”
The villager’s subsistence today depends on his taxi business.
Save the Tigris, a civil society advocacy campaign that promotes water justice in the Mesopotamian basin, recently issued a report raising the alarm on the rising volumes of water lost due to evaporation from Iraq’s dam reservoirs.
Rahim argued food production in the Kurdish region is facing a crisis as a result of low precipitation and declining river levels from upstream countries. “Desertification is threatening 70 percent of the country’s agricultural lands,” he said, citing an Iraqi health and environment ministry report. Rahim added that would soon make it “impossible to grow anything.”

‘Never Sure When We Have Water’
Back in the day, 65-year-old Taha Ali Karim used to grow and market several products, such as tomatoes, cucumbers, courgettes and aubergines. From the beginning of 2000, he saw his yield decreasing until it stopped bearing its fruit. “Before then, we were mainly relying on rainwater, and especially on Tanjaro River which once had clean water to irrigate the land,” said the 65-year-old, dressed in a white shirt and light-gray baggy pants. “We also had two or three springs.” Now, the river is polluted and the springs have dried up.
Today, he shares his well with two more families, carefully monitoring water volumes and making sure there’s enough for all of them.
“We can’t sell what we produce any more,” he said. “We’ve lost our passion to do farming since we’re not seeing an outcome.”
Karim, who also acts as a village representative, reported contamination of Tanjaro River, water scarcity and economic backlash against reduced food production are some of the residents’ major concerns. His formal written complaints have been met with little to no cooperation. Karim warned 80 percent of water wells in Chaqlawa will run dry in the future. The only solution he sees is for one large reservoir, around 200 meters deep. He requested several times that governorate authorities look into it, but hasn’t received any answer.
“We feel abandoned in many ways, starting with the fact that we can’t access clean water,” he reiterated, estimating the daily water supply at two-and-a-half hours for each well. “Because we depend on our water wells, we can never be sure when we have water and when we don’t.”
At about 15 minutes away from the hamlet, in Naw Grdan—a village made up of 370 houses totaling some 1,800 inhabitants—Mohamed Tofiq, 54, in an all-black outfit with a waist band wrapped around the top of his pants, waved a hand from afar welcoming this reporter to enter his home.
“It’s been really damaging,” the cattle breeder told Toward Freedom. “There’s very little rain, we have no springs, our wells are drying up fast.”
Although he has three water wells, they are located on his farmland. That is far from where he lives, making collecting water a tedious task.
The majority of residents either draw clean water from wells or buy potable water. For non-drinking purposes, some may even purchase trucks of water from Tanjaro River despite it being unsafe.
The effect of water scarcity on stockbreeding has been drastic, given how much water they consume.
“Since we’ve been having less and less rainfall, I sometimes have to take my farm animals 3 to 4 kilometers outside the village to find greener pastures for grazing,” the 54-year-old noted.
“Before I had 120 cows, I was selling 10 every month and buying another five right away because I could easily re-sell beef cattle to butcher shops,” Tofiq said. “Now, I have 60 baby cows, and sell five or six in a month.”
He explained that, with the increased expenses involved in animal feeding, it is not worth investing into the production of dairies. That is especially because of recent greater reliance on imports. He just keeps a cow to produce milk, cheese and yogurt for his family.
The cow breeder also indicated that cultivation of wheat and barley—the only crops grown in the village—has dropped in the last couple of years. Now, less than a quarter of the population grow them.
Tofiq, whom Naw Grdan community members tapped as an unofficial representative, pointed out the main problem villagers encounter is the government’s lack of planning for the agriculture sector. That includes ensuring efficient water management and a fair provision of water resources, as well as supporting farmers by different means, such as with machinery, tools, fertilizers and financial incentives.
One proposal he put forward to the governorate was to create a big water reservoir to sustain the villagers, after a team of geologists found last year large groundwater reserves in Naw Grdan. Alternatively, he suggested, the water supply network that serves greater Sulaymaniyah should be linked to the village.
Four New Dams
A combination of a semi-arid climate, drought conditions, decline in rainfall, and decreasing water levels in the Euphrates and Tigris rivers arriving from upstream neighbors have compromised farmers’ ability to grow food in Iraq and in the Kurdish region.
According to a report published by the Norwegian Refugee Council (NRC) in August of last year, wheat production in the Kurdistan region is expected to decrease by half because of the drought. Further research the NRC released last December found more than one-third of wheat farmers in drought-affected regions of Iraq faced crop failure in 2021. This impacted average monthly income, which dropped below survival rates in six governorates, leaving one in five families without enough food.
The Iraqi Ministry of Agriculture announced at the beginning of July that desertification threatens more than 50 percent of Iraq’s available farmland. Water shortages and dry climate had already forced the Iraqi government last October to order farmers to cultivate only half of the arable land during the winter.
The Iraqi water resources ministry warned in April that the country’s water reserves had decreased by half since 2021. The same ministry anticipated in a report released towards the end of last year that, unless urgent action is taken to fight against declining water volumes, Iraq’s two main rivers will be entirely dry by 2040
Moreover, the World Bank forecast in November that Iraq could suffer a 20-percent drop in drinking water by 2050.
Rahim echoed some of the calls by Humat Dijlah and Waterkeepers Iraq-Kurdistan for the protection of waterways that include “efficient water use” through advocacy to government officials and public awareness, prevention and removal of dams, and “serious steps from the government” to negotiate with Iran and Turkey and demand Iraq’s share of water. He maintained that the Iraqi central government and the KRG need to cooperate on water security issues.
The water campaigner slammed the KRG’s plan to build another four large dams as well as Turkey’s discussed building of the Cizre. “We already have two big dams in Kurdistan, they are not even half full,” he underlined. “We don’t need to see more dams built.”
Instead, he proposed, small reservoirs could be created in farmlands to manage water resources suitably around farming communities.
A staff person in charge of media relations at the KRG’s Ministry of Agriculture and Water Resources didn’t respond to written questions, despite initially welcoming them.
The Kurdish region is in the midst of a water crisis, some of which has been blamed on poor water management and lack of funds. Diar Gharib Latif, head of the Sulaymaniyah governorate’s Directorate of Environment, acknowledged that, stressing the need for a “serious management system” to protect water resources and to mobilize “necessary capital” for it.
He also emphasized wastewater treatment should be introduced to stop waterways from being contaminated, with high pollution loads advancing through the KRI down to Iraq’s southern governorate of Basra, one of the most polluted cities in Iraq. With water reserves dwindling, water quality deterioration additionally reduces available supplies.
“We have faced drought for two years now. At our directorate, we are pushing for a decree law in the Kurdistan parliament that aims to protect water resources qualitatively and quantitatively,” Latif told Toward Freedom. He added that the agriculture and irrigation committee within parliament would be tasked with further discussing finding solutions to water shortages and budgeting for a plan.
“We wish to receive the needed funds so that we can respond to the drought and other water-related issues in a scientific way and with good strategy planning,” he alluded to the ongoing budget disputes between the federal government in Baghdad and the semi-autonomous KRG.
Expressing concern for the suffering of the agricultural sector in the KRI, the local official anticipated that, if the drought drags on for another year, not only it will be a devastating blow to agriculture and food security overall, but the environmental impact will be severe, too.
He insisted that Iraq should have effective water negotiations with its neighbors and finalize an agreement. To date, there is no international treaty for the Euphrates-Tigris basin, leaving Iraq exposed to unilateral alterations of water flows by Turkey and Iran.
KRG’s authorities allocated 21 billion Iraqi dinars (roughly $14 million) to maintain the water distribution network in the Kurdish regional capital of Erbil ahead of the summer season. Regional officials said they were digging more than 130 new wells to stem water scarcity, though that could also negatively impact the performance of pre-existing wells.
In an attempt to diminish the effects of the drought, the KRG ministry signed in March a memorandum of understanding with Power China to build four dams in Erbil, Sulaymaniyah and Duhok.
At the Second International Water Conference in Baghdad held last March, Iraq’s ministries of water resources and of the environment signed new cooperation agreements to support a joint approach to tackling the water problem. International and Iraqi NGOs demanded that these and other relevant agreements and policies be effectively funded and implemented, including the 2009 Law on Protection and Improvement of the Environment and the 2001 Law on Conservation of Water Resources, both of which prohibit the dumping of waste and discharge of pollutants in public waters.
In the meantime, the situation remains dire for Iraq’s farmers.
“We expect the harvest to be really bad,” Hussein said. “Most crops will die since we have far from enough water to survive the summer heat.”
