Phoenix Express 2021 (PE21), a 12-day US-Africa Command (AFRICOM)-sponsored military exercise involving 13 states in the Mediterranean Sea, concluded on Friday, May 28. It had kicked off from the naval base in Tunis, Tunisia, on May 16. The drills in this exercise covered naval maneuvers across the stretch of the Mediterranean Sea, including on the territorial waters of Egypt, Libya, Tunisia, Algeria, Morocco and Mauritania.
The regimes in these countries, which cover the entire northern and northwestern coastline of Africa, participated in the drill – one of the three regional maritime exercises conducted by the US Naval Forces Africa (NAVAF). Belgium, France, Greece, Italy, Malta and Spain were the European states that participated in the drill.
Among the heavyweights deployed in the exercises was the US navy’s USS Hershel “Woody” Williams (ESB 4). The 784-feet-long warship is a mobile military base which “provides for accommodations for up to 250 personnel, a 52,000-square-foot flight deck.. and supports MH-53 and MH-60 helicopters with an option to support MV-22 tilt-rotor aircraft,” according to the Woody Williams Foundation. “The platform has an aviation hangar and flight deck that include four operating spots capable of landing MV-22 and MH-53E equivalent helicopters.”
When the warship entered into its maiden service with the US navy in 2017, Capt. Scot Searles, strategic and theater sealift program manager at the Program Executive Office (PEO) Ships, said, “The delivery of this ship marks an enhancement in the Navy’s forward presence and ability to execute a variety of expeditionary warfare missions.
According to a press release by the US navy, the purpose of this exercise was to test the ability of the participants “to respond to irregular migration and combat illicit trafficking and the movement of illegal goods and materials.”
Smugglers moving goods across the border also illicitly traffic migrants fleeing war or economic crisis in their home countries. AFRICOM has on multiple occasions acknowledged that instability in Libya is the driving force behind the migration crisis.
Who Is Destabilizing the Region?
While ‘Russian intervention’ is blamed for the instability in Libya, AFRICOM played a key military role in the Libyan war in 2012, deposing Muammar Gaddafi, who was a staunch opponent of expanding US military footprint in the region, with the help of radical Islamist organizations. With the exception of Algeria, all the other north African states which participated in PE21 had supported this war in Libya, which has led to mass distress migration.
Many Islamist organizations which emerged amid the anarchy caused by the war were also used by the US and its allies in the Syrian war in a bid to overthrow president Bashar al-Assad, triggering another major wave of destabilization and migration.
Noting that “Syrians.. have (also) entered Libya from neighboring Arab states seeking onward transit to refuge in Europe and beyond,” a US Congressional Research Service report states: “The International Organization for Migration (IOM) reports that nearly 654,000 migrants are in Libya, alongside more than 401,000 internally displaced persons and more than 48,000 refugees and asylum seekers from other countries identified by the United Nations High Commissioner for Refugees (UNHCR).”
The report in 2020 acknowledged that with “human trafficking and migrant smuggling.. trade has all but collapsed compared with the pre-2018 period.”
This migration wave, caused in no small part by AFRICOM-coordinated military interventions in Libya, has since been purported as a reason for further militarization of the region through such exercises as PE21 sponsored by AFRICOM.
The hysteria surrounding migration whipped up by right-wing parties has provided politically fertile ground for the US to mobilize state militaries for such drills. This is despite a fall in undocumented migration.
The need to respond to ‘irregular migration’ with warships is one of the official pretexts which, like the ‘war on terror’, has been used to further the militarization of Africa through AFRICOM since it was established in 2007.
Meanwhile, notwithstanding the fact that the main cause behind the explosion of terrorist organizations in the region was the 2011 Libyan war in which AFRICOM itself was an aggressor, it continues to be portrayed as a bulwark against terrorist organizations. Its operations in Africa over the last decade, including hundreds of drone strikes, correlate with a 500% spike in incidents of violence attributed to Islamist terrorist organizations.

The Chinese Boogeyman
Another justification given by the US for AFRICOM is the perception of a growing Chinese influence. “Chinese are outmaneuvering the U.S. in select countries in Africa,” General Stephen Townsend, commander of AFRICOM, told Associated Press late in April, less than three weeks before the start of PE21.
He went on to claim that the Chinese are “looking for a place where they can rearm and repair warships. That becomes militarily useful in conflict. They’re a long way toward establishing that in Djibouti. Now they’re casting their gaze to the Atlantic coast and wanting to get such a base there.”
Calling out the lack of credibility of this claim, Eric Olander, a veteran journalist and co-founder of The China-Africa Project, wrote: “The Chinese are looking for a base but he doesn’t provide any specifics or any evidence to back up the claim. Again, we’ve heard this before… for years in fact. For all we know the general doesn’t have any more refined intelligence than the same speculation that’s been floating around African social media all these years about a new Chinese base in Namibia or was it Kenya or maybe Angola?”
Townsend also pointed to the Chinese investments in several development projects in Africa. “Port projects, economic endeavors, infrastructure and their agreements and contracts will lead to greater access in the future. They are hedging their bets and making big bets on Africa,” he claimed.
This has been disputed by Deborah Bräutigam, director of the China Africa Research Initiative at Johns Hopkins School of Advanced International Studies, who concluded that China’s economic engagements in Africa are not of a predatory nature.
Bräutigam argues that Chinese economic engagements on the continent are very much in line with the economic interests of these African states, providing jobs to locals and improving public infrastructure.
Neither the concocted threat of Chinese domination of Africa, nor terrorism and irregular migration add up to the raison d’etre of AFRICOM. As former AFRICOM commander Thomas Waldhauser explained to the House Armed Services Committee in 2018, the purpose of AFRICOM is to enable military intervention to propagate “US interests” across the continent, “without creating the optic that U. S. Africa Command is militarizing Africa.” However, the 5,000 US military personnel and 1,000 odd Pentagon employees deployed across a network of 29 bases of AFRICOM in north, east, west and central Africa present a different picture.

The global climate meeting called COP27 (the 27th Conference of Parties) will be held November 6-18 in the remote Egyptian desert resort of Sharm el Sheikh. Given the repressive nature of the Egyptian government, this gathering will likely be different from others, where there have been large, raucous protests led by civil society groups.
So, as tens of thousands of delegates—from world leaders to climate activists and journalists—descend on Sharm el Sheikh from all over the world, U.S.-based activist Medea Benjamin asked Egyptian journalist Sharif Abdel Kouddous to give his thoughts about the state of Egypt today, including the situation of political prisoners, and how he expects the Egyptian government will act with the eyes of the world upon it.
For those who don’t know or have forgotten, can you give us a quick overview of the nature of the present government in Egypt today?
The 2011 revolution against Hosni Mubarak, an uprising that was part of what has been called the Arab Spring, was very inspiring and had reverberations around the world, from the Occupy Movement in the United States to the Indignados in Spain. But that revolution was crushed in a very brutal way in 2013 by the military, led by General Abdel Fattah al Sisi–who later became president.
Right now, Egypt is ruled by a very tight and closed clique of military and intelligence officers, a circle that is completely opaque. Its decision-making process does not allow for any political participation and it does not brook any kind of dissent or opposition. It seems that the government’s answer to any problems with its citizens is to put them in prison.
There are literally tens of thousands of political prisoners in Egypt right now. We don’t know the exact number because there are no official statistics and this forces lawyers and the very harassed human rights groups to try to painstakingly tabulate the thousands of people who are trapped behind bars.
Over the past few years, we’ve seen Egypt build several new prisons. Just last year Sisi oversaw the opening of the Wadi al-Natrun prison complex. It’s not called a prison complex, it’s called a “rehabilitation center.” This is one of seven or eight new prisons that Sisi himself has dubbed “American-style prisons.”
These prison complexes include within them the courts and judicial buildings, so it makes a conveyor belt from the courthouse to the prison more efficient.
What is the status of this massive group of political prisoners?
The majority of political prisoners in Egypt are held in what is called “pre-trial detention.” Under Egypt’s penal code, you can be held in prison for two years without ever being convicted of a crime. Nearly everyone held in pre-trial detention faces two identical charges: one is spreading false information and the other is belonging to a terrorist organization or an outlawed organization.
The prison conditions are very dire. If you get sick, you are in big trouble. There have been a lot of deaths from medical negligence, with prisoners dying in custody. Torture and other forms of abuse by security forces is widespread.
We’ve also seen the number of death sentences and executions skyrocket. Under the former President Mubarak, in his final decade in office, there was a de facto moratorium on executions. There were death sentences handed down but people were not being put to death. Now Egypt ranks third in the world in the number of executions.
What about other freedoms, such as freedom of assembly and freedom of the press?
Basically, the regime sees its citizens as a nuisance or a threat. All forms of protest or public assembly are banned.
Alleged violations carry very stiff prison sentences. We’ve seen mass arrests sweeps happen whenever there’s any kind of public demonstration and we’ve also seen an unprecedented crackdown on civil society, with human rights organizations and economic justice organizations being forced to scale back their operations or basically operate underground.The people who work for them are subject to intimidation and harassment and travel bans and arrests.
We’ve also seen a massive crackdown on press freedom, a nearly complete takeover of the media landscape. Under Mubarak’s government, there was at least some opposition press, including some opposition newspapers and TV stations. But now the government very tightly controls the press through censorship and also through acquisition. The General Intelligence Services, which is the intelligence apparatus of the military, has become the largest media owner of the country. They own newspapers and TV channels. Independent media, such as the one I work for called Mada Masr, operate on the margins in a very, very hostile environment.
Egypt is the third largest jailer of journalists in the world and imprisons more journalists on charges of spreading false news than any other country in the world.
Can you talk about the case of Alaa Abd El-Fattah, who is probably Egypt’s most famous political prisoner?
Alaa has been behind bars for much of the last decade. He is in prison ostensibly for the crime of “spreading false news,” but he is really in prison for these ideas, for being an icon and a symbol of the 2011 revolution. For the regime, imprisoning him was a way to set an example for everyone else. That’s why there has been so much campaigning to get him out.
He has been in prison under very, very difficult conditions. For two years he wasn’t allowed out of his cell and didn’t even have a mattress to sleep on. He was completely deprived of everything, including books or reading materials of any kind. For the first time, he started expressing suicidal thoughts.
But on April 2 he decided to go on a hunger strike as an act of resistance against his imprisonment. He has been on a hunger strike for seven months now. He started with just water and salt, which is a kind of hunger strike that Egyptians learned from Palestinians. Then in May, he decided to go on a Gandhi-style strike and ingest 100 calories a day–which is a spoonful of honey in some tea. An average adult needs 2,000 calories a day, so it’s very meager.
But he just sent a letter to his family saying that he was going back to a full hunger strike and on November 6, on the eve of the COP meeting, he’s going to stop drinking water. This is extremely serious because the body cannot last without water for more than a few days.
So he is calling on all of us on the outside to organize, because either he will die in prison or he will be released. What he is doing is incredibly brave. He is using his body, the only thing he has agency over, to organize and to push us on the outside to do more.
How do these repressed civil society leaders view the fact that Egypt is playing host to COP27?
It was very disheartening for a lot of people in Egypt who work for human rights and justice and democracy when Egypt was granted the right to host the conference. But Egyptian civil society has not called on the international community to boycott the COP meeting; they have called for the plight of political prisoners and the lack of human rights to be linked to the climate discussions and not ignored.
They want a spotlight to be placed on the thousands of political prisoners like Alaa, like Abdel Moneim Aboul Foitouh, a former presidential candidate, like Mohamed Oxygen, a blogger, like Marwa Arafa, who is an activist from Alexandria.
Unfortunately, hosting this meeting has given the government a great opportunity to remake its image. It has allowed the government to try to position itself as the voice for the Global South and the negotiator trying to unlock billions of dollars a year in climate financing from the Global North.
Of course the issue of climate reparations to the Global South is very important. It needs to be discussed and taken seriously. But how can you give climate reparations to a country like Egypt when you know the money will mostly be spent on bolstering this repressive, polluting state? As Naomi Klein said in her great article Greenwashing a Police State, the summit is going beyond greenwashing a polluting state to greenwashing a police state.
So what do you think we can expect to see in Sharm el Sheikh? Will the usual protests that happen at every COP, both inside and outside the official halls, be allowed?
I think what we are going to see in Sharm el Sheikh is a carefully managed theater. We all know the problems with the UN Climate Summits. There are a lot of negotiations and climate diplomacy, but rarely do they amount to anything concrete and binding. But they do serve as an important place for networking and convergence for different groups in the climate justice movement, an opportunity for them to come together to organize. It has also been a time for these groups to show their opposition to the inaction by those in power, with creative, vigorous protests both inside and outside the conference.
This will not be the case this year. Sharm el Sheikh is a resort in Sinai that literally has a wall around it. It can and will be very tightly controlled. From what we understand, there is a special space that has been designated for protests that has been built out near a highway, far away from the conference center and any signs of life. So how effective will it be to hold protests there?
This is why people like Greta Thunberg are not going. Many activists have problems with the structure of the COP itself but it is even worse in Egypt where the ability to use it as a convergence space for dissent will be effectively shut down.
But more importantly, the members of Egyptian civil society, including the allies and environmental groups that are critical of the government, will not be allowed to attend. In a departure from UN rules, those groups that manage to participate will have been vetted and approved by the government and will have to be very careful about how they operate. Other Egyptians who should be there are unfortunately in prison or are subject to various forms of repression and harassment.
Should foreigners also worry about the Egyptian government surveilling them?
The entire conference will be very highly surveilled. The government created this app that you can download to use as a guide for the conference. But to do that, you have to put in your full name, phone number, email address, passport number and nationality, and you have to enable location tracking. Amnesty International technology specialists have reviewed the app and flagged all these concerns about surveillance and how the app can use the camera and microphone and location data and bluetooth.
What environmental issues related to Egypt will the government allow to be discussed, and what will be off limits?
Environmental issues that will be allowed are issues such as trash collection, recycling, renewable energy and climate finance, which is a big issue for Egypt and for the Global South.
Environmental issues that implicate the government and military will not be tolerated. Take the issue of coal–something the environmental community is very critical of. That will be off limits because coal imports, much of it coming from the United States, have risen over the past several years, driven by the strong demand from the cement sector. Egypt’s largest importer of coal is also the largest cement producer, and that’s the El-Arish Cement Company that was built in 2016 by none other than the Egyptian military.
We’ve seen massive amounts of cement poured into Egypt’s natural environment over the past several years. The government has built nearly 1,000 bridges and tunnels, destroying acres and acres of green space and cutting down thousands of trees. They have gone on a crazy construction spree, building a slew of new neighborhoods and cities, including a new administrative capital in the desert just outside of Cairo. But no criticism of these projects has been or will be tolerated.
Then there is dirty energy production. Egypt, Africa’s second largest gas producer, is scaling up its oil and gas production and exports, which will mean further profits for the military and intelligence sectors involved in this. These projects that are harmful to the environment but profitable for the military will be off the agenda.
The Egyptian military is entrenched in every part of the Egyptian state. Military owned enterprises produce everything from fertilizers to baby food to cement. They operate hotels; they are the largest owner of land in Egypt. So any kind of industrial pollution or environmental harm from areas such as construction, tourism, development and agribusiness will not be tolerated at COP.
We have heard that the crackdown on Egyptians in anticipation of this global gathering has already begun. Is that true?
Yes, we’ve already seen an intensified crackdown and a massive arrest sweep in the run-up to the climate summit. There are arbitrary stop and searches, and random security checkpoints. They open your Facebook and WhatsApp, and they look through it. If they find content that they find problematic, they arrest you.
Hundreds of people have been arrested, by some counts 500 to 600. They have been arrested from their homes, off the streets, from their workplaces.
And these searches and arrests are not restricted just to Egyptians. The other day there was an Indian climate activist, Ajit Rajagopal, was arrested shortly after setting off on an eight-day walk from Cairo to Sharm el Sheikh as part of a global campaign to raise awareness about the climate crisis.
He was detained in Cairo, questioned for hours and held overnight. He called an Egyptian lawyer friend, who came to the police station to help him. They detained the lawyer as well, and held him overnight.
There have been calls for protests on November 11, or 11/11. Do you think people in Egypt will come out on the streets?
It is unclear where these protest calls started but I think it was started by people outside Egypt. I would be surprised if people come out on the streets given the level of repression we’ve been seeing these days but you never know.
The security apparatus was very surprised in September 2019 when a former military contractor turned whistleblower exposed videos showing army corruption. These videos went viral. The whistleblower called for protests but he was outside Egypt in self-imposed exile in Spain.
There were some protests, not very big but significant. And what was the government response? Massive arrests, the most massive sweep since Sisi came to power with over 4,000 people detained. They arrested all kinds of people–everyone who had been arrested before and a lot of other people. With that kind of repression, it’s hard to say if mobilizing people to go to the streets is the right thing to do.
The government is also particularly paranoid because the economic situation is so bad. The Egyptian currency has lost 30 percent of its value since the beginning of the year, precipitated by a variety of factors, including the war in Ukraine, since Egypt was getting so much of its wheat from Ukraine. Inflation is out of control. People are getting poorer and poorer. So that, combined with these calls for protests, have prompted the preemptive crackdown.
So I don’t know if people will defy the government and go out into the streets. But I gave up trying to predict anything in Egypt a long time ago. You just never know what is going to happen.

What left many grumbling at the 26th meeting of the Conference of Parties (COP26) held in November in Glasgow was rich countries like the United States and those in the European Union striking down the Glasgow Loss and Damage Facility, a body created to address how to compensate developing countries for climate change-related losses and damages. Wealthy countries have been found to be most responsible for causing the climate crisis and face litigation as well as ensuing liabilities and payouts.
But the demand to recognize loss and damage remains alive. A good indication being many climate-vulnerable developing countries have referenced loss and damage in their Nationally Determined Contributions (NDCs). Under the 2015 Paris Agreement, countries are required to submit NDCs to detail their national action to address global climate change, including steps to adapt to a changing climate and the form of financial assistance needed to undertake such action.

Small-Income and Developing Countries Hard Hit
A report published in October, 2021 found one-third of the 250 NDCs that were analyzed explicitly mentioned loss and damage. Most were from small-island developing states and least developed countries in the Asia-Pacific, Latin America and the Caribbean. The report was supported by the European Research Council’s Politics of Climate Change Loss and Damage (CCLAD) project.
“NDCs are political documents and not just technical submissions [under the Paris Agreement],” said Elisa Calliari, a co-author of the report.
Developed countries tend to focus on mitigation action, like the deployment of renewable energy. But that hasn’t been the case for the majority of the world’s states.
“Developing countries have pushed hard for the inclusion of adaptation in NDCs because, for them, this is more of a priority than mitigation,” Calliari pointed out. “So you can see the politics.”
For people living in an island nation like Sri Lanka, “key loss and damage impacts are felt in food systems and other vulnerable sectors, like the coastal and marine sector and water resources. These impacts have already resulted in migration interlinked with or induced by climate change among vulnerable communities,” said Vositha Wijenayake, executive director of the SLYCAN Trust, a non-profit think tank working in Asia, Africa and Europe. Its work focuses on climate change, biodiversity and ecosystems, sustainable development, and social justice.
Sri Lanka is classified as a lower-middle income/developing country. Given that it is also an island, its exposure to climate-related risks is high. These two factors make it extremely vulnerable to climate impacts and the ability to withstand them.
So, Wijenayake added, it is important for countries most vulnerable to climate change that loss and damage is a “key component” in addressing climate change processes, both negotiations and climate action. And this is why Sri Lanka was among the first countries to have a separate section allocated to loss and damage commitments included in its first NDCs submitted in September 2016. Building on this, the updated NDC of Sri Lanka submitted last July includes a separate section on loss and damage.
Interestingly, the report says upper-income countries like Costa Rica, Chile and Uruguay also have cited loss and damage in their NDCs.
And outside of NDCs, many developing countries have explicitly stated loss- and damage-related demands. For instance, consider India’s environment ministry laying out ahead of COP26, “There should be a compensation for expenses incurred, and it should be borne by developed nations.”

How to Fund Loss and Damage
A question that usually rears its head with respect to addressing loss and damage is how to “operationalize” it, or what processes and institutions could be set up at the global and national levels to address loss and damage.
“[One way would be] to look at NDCs for a bottom-up approach to understand how countries themselves are looking at loss and damage,” Calliari said.
Of the NDCs that explicitly mention loss and damage, around half specify loss- and damage-related responses and initiatives like data gathering, analysis and assessment, and institutional capacities to address loss and damage. For example, Sri Lanka’s NDC has a whole section on loss and damage. It mentions strengthening its weather and climate forecasting systems, plus improving data management to record loss and damage. Meanwhile, Honduras’ NDC puts forth a “gender-responsive agricultural insurance mechanism for loss and damage.”
Wijenayake also stressed “inclusive and participatory processes,” in which the voices of those vulnerable to climate change are taken into account in the national and international policy-making processes. As is “ground-level implementation,” she added.
And so, country-specific NDCs could potentially be a good starting point to determine how to put mechanisms in place to address loss and damage on a global scale.
The other gap that exists today is how finance can be mobilized to fund efforts that compensate for climate change-related loss and damage. A recent study by the Stockholm Environment Institute offers potential solutions.
The researchers propose finance should be provided based on the following:
Solidarity,
“polluter pays” principle that is based on “historical responsibility,” and
CBDR-RC means that while climate change is a shared concern, rich countries with a history of emitting carbon—like the United States and those in Europe—have a greater responsibility to take climate action than the poorer countries.
The “polluter pays” principle has only been used to hold fossil fuel companies accountable for environmental destruction. It implies more strict liabilities than “historical responsibilities,” which outlines broad principles based on past emissions.
The authors stress a combined approach that deploys the principles of solidarity, polluter pays and historical responsibility, as well as using the framework of CBDR-RC, to finance loss and damage.
A strictly liability-based approach would be “politically infeasible and communities cannot wait for years to prove the liability,” said Zoha Shawoo, an associate scientist at the Stockholm Environment Institute as well as one of the authors of the SEI report.
The research team also looked at methods of recovery and rehabilitation that communities would need after financing efforts to cover losses and damages. Those efforts can include planning the relocation of communities, assisting with migration and providing affected people with alternative livelihoods. Here, too, NDCs could help with granular details like national-level entities and processes that could assist local communities with issues like displacement and loss of livelihood.

Sixty years ago, on May 25, Ghana’s first prime minister and president, the anti-colonial revolutionary leader Kwame Nkrumah stood before 31 other heads of African states in the Ethiopian capital of Addis Ababa and declared, “[T]he struggle against colonialism does not end with the attainment of national independence.”
“Independence is only the prelude to a new and more involved struggle for the right to conduct our own economic and social affairs…unhampered by crushing and humiliating neo-colonialist controls and interference.”
“We must unite or perish,” Nkrumah had emphasized, recognizing that while countries across the African continent were “throwing off the yoke of colonialism,” these successes were “equally matched by an intense effort on the part of imperialism to continue the exploitation of our resources by creating divisions among us.”
Nkrumah was speaking at the founding of the Organization of African Unity (OAU) in 1963, striving, alongside other leaders, to build a Pan-Africanist vision of a continent united under a common currency, monetary zone, and central bank, and a united government and joint defense under an African High Command.
That these conditions did not materialize speaks to imperialism’s “intense effort” to suppress this vision. The coming decades would see African leaders assassinated and overthrown in coups backed by colonial powers for daring to envision a life of dignity for their people. Meanwhile, international financial institutions, dominated by these very forces, implemented brutal regimes of structural adjustment, sinking African countries further into debt and exploitation.
While the OAU eventually became the African Union (AU) and the African Liberation Day became Africa Day, May 25 still serves as a crucial day for progressive forces to connect the struggles for national liberation and Pan-Africanism of the 20th century to the present struggles against imperialism.
The general secretary of the Socialist Movement of Ghana (SMG), Kwesi Pratt Jnr. added, “The national liberation struggle is not over…even if that struggle was over… what about the ownership and exploitation of our resources for the sole purpose of enriching the bank accounts of the multinational corporations in the colonial metropolis?”
“The radical nature of this celebration [of African Liberation Day] is saying that we as African people came together to end exploitation…end colonialism…to continue to strive for stopping neocolonialism from taking its root on the African continent. That struggle is still ongoing,” said Kambale Musavuli, a leading activist and an analyst with the Center for Research on the Congo-Kinshasa.
“In some parts of the African continent, people still do not have independence…The people of Western Sahara are still under colonialism by Morocco. We have to make sure that they are liberated.”
African Liberation Day also recognizes that people across Africa threw off the yoke of imperialism through collective struggles. Dr. Vashna Jagarnath, a labor activist and director of Pan Africa Today, commented. “We all know the struggles we face 60 years later, we have been recolonized in different ways, through the debt crisis, through foreign policy, through military bases being allowed to be built on our continent and determining to us who it is we can have relationships with, that determine our local policy…”
“Our continent is in a crisis. So we need to recall our history of us liberating ourselves.”
The Addis Ababa meeting of 1963 had been decades in the making, preceded by the Pan-African Congress held in Manchester, UK, in 1945 and the All-African People’s Conference in Ghana in 1958. However, these initiatives were also built on hundreds of years of struggle by the African people for freedom, “a part of the long march” from the days of the transatlantic slave trade, Pratt stressed.
This long history of liberation struggles and their collectivist orientation is not widely known by young people across Africa today, Musavuli said, calling this an “erasure of history.”
In reality, collectivism had closely informed the period of the struggle for independence for the DRC, and this took various forms—including the support provided by other African countries like the Central African Republic to the DRC. We must remember the fact that Pan-African activist T. Ras Makonnen had helped to get Patrice Lumumba to Ghana in 1958 and how the Mau Mau had gone from village to village in the country and screened films in 1960, Musavuli highlighted.
“The independence of Congo was not a national affair, it was a continental affair…We cannot talk about June 30 as Congolese independence, it was a Pan Africanist independence,” he said, reiterating the need for unity and a “Pan Africanism of the people.”
Speaking to the historic erasure of these links in the context of South African exceptionalism, Jagarnath said, “You are taught about the South African economy as if it is divorced from the rest of Africa, as if South Africa, which is a resource-rich country, is rich on its own, as if it was not migrant labor workers from Mozambique, Zimbabwe, and Malawi working in our mines, without getting any compensation, to enrich the elites of our country.”
Even today, “for the South African capitalists who are exploiting and benefiting from Ghana… Why must they worry about the liberation of Ghanaians? They don’t need to tell Africans the role of Ghana in the history of our liberation… That is a dangerous story that will affect their profits.”
At a time when African Liberation Day is barely celebrated on the continent, including in Nkrumah’s own country of Ghana, Jagarnath noted that the reason was because the “political project had changed”.
“We as people give up our power to those in power and we let them dictate to us, and they change, and the changes that come into place are economic and political…they do not want us to be liberatory because if we have liberatory policies…if we remember the liberatory aspects of our history we will try to liberate ourselves from them, and this is not convenient because they are now making deals with each other to continue to exploit this continent.”
“So we have two sets of exploitation: the classical imperial exploitation that still comes from the imperial nations, but we also have our internal systems.”
It is this very nature of exploitation that determines that the form of struggle must be internationalist: “The struggle for national liberation in Africa has always been an internationalist effort,” Pratt said. He elaborated that this was due to the fact that the very division of Africa had been an internationalist effort, namely the Berlin Conference of 1884-1885, when colonial powers partitioned the African continent among themselves for the purposes of extraction and exploitation.
“Our enemies are united, and we have no chance of succeeding against that united force if we [ourselves] refuse to unite,” he said. There is a rich history of this internationalist unity, not just within the continent. Cuban revolutionary Che Guevara set up a camp in Ghana to train fighters who were engaged in parts of Eastern Africa and South Africa. The internationalist unity was also reflected in Cuba’s armed support in the fight against apartheid and the consolidation of the independence of Angola and Namibia, Pratt added.
We can also see this in the connected struggles for Black liberation in the United States and the liberation against imperialist oppressors on the African continent, stated panelist Makayla Marie, a member of the Party for Socialism and Liberation in the United States.
Internationalism remains a necessity today, the panel discussion emphasized, “You cannot support the independence of the Sahrawi Arab Democratic Republic without supporting the struggle of the Palestinian people for national independence against apartheid colonial occupation,” Pratt added.
“What we are fighting is the scourge of capitalism in its worst forms, at this imperialist stage, and we need to unite as African people…as socialists…as revolutionaries to achieve victory, which is inevitable.”
This was also underscored by Musavuli in the case of the Democratic Republic of Congo (DRC), where “it is not just imperialists but also other African countries, who are exploiting the country … They are only able to do it because they see the DRC as separate. They do not see us united in the struggle.”
These issues inevitably lead to a key issue that the panelists addressed—that of a general crisis of political legitimacy of current governments and of the use of divisive politics which worked to obscure the common reality “that we are all oppressed by the same oppressor,” as Marie said.
“People, be it in the U.S. or the African continent, have a difficulty right now choosing their leaders, and they must unite and challenge the forces that be,” Musavuli stated. This necessitates the need for mass-based and mass-led collective struggles for a “true independence,” the panelists reiterated.
“These Western countries after colonizing us, enslaving us, and stealing our resources, are now coming back to us and telling us that if we want to develop, we have to be like them and follow the capitalist path to development. That path started from slavery, passed through classical colonialism, and has today arrived at neocolonialism,” Pratt said.
“We have arrived at a situation in history where the only viable option available to us is the self-reliant path to development, the ownership of our resources for our own development… and that option inevitably leads us to the path of socialism.”
