The arrest of journalist Roman Protasevich after his flight was diverted May 23 to the Belarusian capital of Minsk has generated more negative publicity for Belarus’ government and has raised questions about the extent of the new Cold War.
Protasevich, 26, is editor of outlawed Telegram channels that had stirred opposition to President Aleksandr Lukashenko, who has ruled Belarus since 1994. Telegram is a messaging application used on smartphones. High-profile individuals, media outlets and organizations also use it to broadcast one-way communications to their followers.
After the arrest, the Biden administration announced it would re-impose economic sanctions on state-owned companies in Belarus, and that it would add names to the list of sanctioned officials associated with “ongoing abuses of human rights and corruption.”
Dismissing Lukashenko’s claim that Protasevich’s flight contained a bomb threat, the New York Timeseditorialized that Lukashenko had “gone too far” in “hijacking a commercial airliner to kidnap an opposition journalist.” Aside from urging the U.S. response be “swift,” the Times referred to Lukashenko’s attempt as a “Jason Bourne plot.”
However, when former Bolivian President Evo Morales’ flight was forced to land in Vienna in 2013 because U.S. whistleblower Edward Snowden was thought to be on board, the incident was dismissed as a mistake.
Belarus is one of the last remaining socialist countries in the world and a close ally of Russia, a country the United States has targeted for decades via the first “Cold War”—when it was the former Soviet Union—and thereafter with neoliberal policies and NATO troops at its border. This puts Belarus particularly at risk for U.S. subversion.
The U.S. government has funded opposition movements against Lukashenko, who has been caricatured as a brutal dictator and a “throwback to the regional bosses of the Soviet era,” as the Timesdepicted him.
While some aspects of the criticism are accurate, Lukashenko has a considerable degree of popular support in Belarus because he resisted Western-imposed privatization programs in the 1990s and preserved a social safety net, resulting in low poverty and inequality levels.
The opposition movement has been depicted heroically even though it was photographed during anti-regime protests in August flying the pre-revolutionary flag, implying its goal was to reverse socialist-type economic programs.
Far-Right Links
Some of its members have ties to far right-wing networks in Europe that went unreported in the media.
A May 26 profile in the Times depicted Protasevich as a precocious young man who had bravely “resisted his country’s tyranny since he was 16” when he “first witnessed what he described as the ‘disgusting brutality’ of Mr. Lukashenko’s rule.”
His first arrest came when he watched a “clapping protest”—considered an offensive gesture in Belarus—against Lukashenko, causing him to be expelled from high school and his mother to resign as an army academy teacher.
After being forced to abandon his university studies, Protasevich became an opposition journalist in Poland, helped establish a Telegram channel to resist Lukashenko and joined forces with opposition leader Svetlana Tikhanovskaya in Lithuania.
Left out of the fawning portrait was Belarusian courts had determined the Telegram channels he had worked for, Belamova and Nexta, were “extremist” and first set up by people such as Igor Losik, who had served as consultants with the U.S. propaganda organ, Radio Free Europe.

Protasevich furthermore enlisted in a militia that fought alongside the neo-Nazi Azov battalion in eastern Ukraine against Russian backed separatists, was wounded in battle and reportedly worked for the Azov battalion’s press service.

Photographed in a T-shirt featuring far-right iconography, Protasevich is even suspected of being the young man featured with an assault rifle and military uniform on the front of Azov’s propaganda magazine, which is emblazoned with a large neo-Nazi symbol.

Media’s Anti-Russia Bias
Fitting a century-long pattern of Russophobia, the Times has led the charge for a new Cold War against Russia and has supported regime change in Belarus.
When protests broke out over a contested election last summer, the Times erroneously predicted Lukashenko’s downfall many times, and in April chose not to report on a coup as well as an assassination plot led by an opposition politician holding a U.S. passport.
The biased coverage of Belarus has extended to alternative media like Counterpunch.
On May 31, it ran an article by an anti-Lukashenko playwright, Andrei Kureichik, titled “The Taking of Roman Protasevich,” which used hyperbolic language in characterizing Belarus as a “terrorist and criminal state.” In another exaggeration, Kureichik claimed Lukashenko had established “open air concentration camps” by “employing military weapons and special equipment against peaceful civilians without restrictions or liability.”
No mention was made of Protasevich’s ties to the Azov battalion in the article, nor about foreign backing of the anti-Lukashenko movement. The latter was confirmed by Russian pranksters Vovan and Lexus, who tricked Nina Ognianova, a National Endowment for Democracy (NED) senior European program officer, into admitting the NED had trained and funded the leaders of the protest movement that was working to overthrow Lukashenko.
After writing a book about U.S. bombardiers in World War II titled, Bombs Away: The Story of a Bomber Team, famed author John Steinbeck wrote: “We were all part of the war effort… correspondents were not liars, but it is in the things not mentioned that the untruth lies.”
These words apply very well to corporate media outlets—and sometimes even to the alternative press—when it comes to their coverage of Belarus, where it is in the things not mentioned that the untruth lies.

Armenia, a landlocked Caucasus nation-state of around 3 million people appears in a hopeless position. Following defeat in the 44-day war against Azerbaijan last autumn, the country remains stuck in the Russian geopolitical orbit, and has been forced to make painful concessions to its arch enemy, Azerbaijan.
On June 20, Armenia held parliamentary elections that led to the victory of the Civil Contract Party, whose leader is Acting Armenian Prime Minister Nikol Pashinyan. Although he is seen by many Armenians as a traitor, given he failed to preserve Armenian control over Nagorno-Karabakh—a mountainous territory in Azerbaijan that ethnic Armenians have controlled since 1994—Pashinyan’s party won 54 percent of the vote. The opposition Armenia Alliance, led by former President Robert Kocharyan, garnered a distant second with 21 percent. Why did Armenians vote for the person who signed the de facto capitulation to Azerbaijan on November 10?

Choosing Between Traitor and Old Guard

From the perspective of an average Armenian voter, the choice they had was either “traitor” Pashinyan, who came to power in 2018 following the so-called “Velvet Revolution,” or Kocharyan, who represents the overthrown corrupted old guard.
According to Armenian analyst David Arutyunov, the opposition did not offer any practical alternative for resolving the issues of demarcation, a burning question in the country. Indeed, in May, Armenian authorities accused Azerbaijan’s army of advancing more than 3 kilometres (2 miles) into southern Armenia. They claimed the Azeri state was trying to lay siege on Lake Sev Lich (Black Lake), shared by the two countries. In other words, Armenia had lost control not only over most of Nagorno-Karabakh, but also over certain parts of the Republic of Armenia.
As Arutyunov points out, Azerbaijan likely will keep pressuring Armenia until the end in order to get as many concessions as possible in the process of resolving the border demarcation.
Some Armenian officials have announced Russian border guards will be deployed to those areas where Azerbaijani units allegedly advanced. At this point, however, it is highly uncertain how the border will be protected after demarcation—will the Russian troops permanently stay there, or will Armenia and Azerbaijan continue to guard borders on their own? As a result of the 44-day war, some 2,000 Russian peacekeeping troops were deployed to Nagorno-Karabakh to protect the region’s capital, Stepanakert, and the surrounding area, which is the only portion of the territory that is still de facto under Armenian control. From the Armenian perspective, Russian peacekeepers are seen as the only guardian of the remaining Armenian population in the region. Moreover, Armenia has become so dependent on Moscow, it expects the Kremlin to protect not just ethnic Armenians in Nagorno-Karabakh, but the borders of the Republic of Armenia, too.
Russia’s Responsibility
Russia, on the other hand, is obligated to defend Armenia. The Caucasus country is a member of the Moscow-led Collective Security Treaty Organization (CSTO), which is often described as a Russian version of NATO, having come into being after the former Soviet Union came apart. Other CSTO members include Belarus, Tajikistan, Kyrgyzstan and Kazakhstan. However, during the war, Russia refused to provide help to its nominal ally, Armenia. According to Key Article 4 of the Treaty, “If one of the State Parties is subjected to aggression by any state or group of states, this will be considered aggression against all States Parties to this Treaty.” The problem for Armenia is that in 2020, Azerbaijan did not attack Armenia itself, but Armenian-backed forces in Nagorno-Karabakh. That is why Moscow hesitated to directly intervene. But in May 2021, following the border incidents, Pashinyan wrote a letter to Russian President Vladimir Putin, asking for military assistance. To this day, however, no such aid has been provided.

Meanwhile, Azeri President Ilham Aliyev and his Turkish counterpart, Recep Tayyip Erdoğan, have signed a protocol of alliance in a bid to further strengthen their ties. “In the event of a third state’s threat to the independence or territorial integrity of any of the parties, the parties will provide necessary assistance to each other,” the protocol stipulates.
Turkey’s Role
Even before the two countries became formal allies, Turkey supplied Azerbaijan with modern, sophisticated weapons, including the Turkish-made Bayraktar drones that proved to be a game changer in the Nagorno-Karabakh War. Russia promises to arm Armenia, although it remains unclear what prevented the Kremlin from selling modern weapons to its ally before the war broke out. Over the years, Russia aimed to preserve good relations with both Azerbaijan and Armenia and at the same time to keep playing the role of the regional arbiter. However, indications suggest the Kremlin prioritized lucrative business and energy ties with Azerbaijan than its nominal alliance with Armenia.
Although the Armenian leadership may have felt because of Moscow’s unwillingness, it hardly has a choice but to keep playing the Russian card. The country depends on Russia economically, politically and militarily.
According to the Moscow-brokered peace deal, signed in November between Pashinyan and Aliyev, Azerbaijan will be able to cross to its exclave Nakhchivan—bordering Armenia, Turkey and Iran—through Armenian territory, and the Russian Federal Security Service will secure roads. Such an action could undermine remnants of Armenia’s sovereignty in the south, primarily in the area bordering Iran.
Azerbaijan, on the other hand, has insisted on the construction of the Nakhchivan corridor, also known as Zangezur Corridor, which would effectively connect the Nakhchivan Autonomous Republic with mainland Azerbaijan. Given that Azerbaijan, as the clear victor, has an upper hand to the defeated Armenia, sooner or later Armenia will have to agree to the Azeri terms and conditions regarding this transregional project. Thus, it is not surprising that Pashinyan, celebrating his election victory, said, “All agreements will be fulfilled.” His room for political maneuvers vis-à-vis Azerbaijan is rather limited.
In the short term—at least until 2025, when the 5-year mandate of Russian peacekeepers in Nagorno-Karabakh expires—Russia will remain the dominant regional actor. In the mid and long term, Turkey is expected to improve its positions in the Caucasus, and possibly build a military base not far from the Russian border. Azerbaijan already benefited from its military ties with Turkey, while Armenia proved to be collateral damage in a wider geopolitical game played by Russia and Turkey.
And the game is far from over.

While Russia and the United States continue to act as geopolitical rivals during what is now dubbed the “new Cold War,” they often agree to deals on political crises and conflicts around the globe.

Recently, the two countries discussed the Donbass War between two Moscow-backed self-proclaimed republics—the Donetsk People’s Republic and the Luhansk People’s Republic in Ukraine’s Donbass region—and the Washington-sponsored Ukraine. But will that finally end the bloodshed that erupted in the energy-rich region of eastern Ukraine after more than 89 percent of voters in the Donbass voted in May 2014 for independence from Kiev?
Every conflict has its epilogue around the negotiating table. In 2015, the self-proclaimed Donbass republics, as well as Ukraine, Russia and European mediators signed the Minsk Agreement, which effectively ended offensive military operations in the war-torn region. But it did not end the war itself. To this day, sporadic shelling and gunfire remain part of everyday life for the local population.
On October 13, Ukrainian Armed Forces captured Andrey Kosyak, the officer of the Luhansk People’s Republic Office at the Joint Center for Control and Coordination. Kosyak is one of about 600,000 Donbass residents who hold Russian citizenship in a region of 2.5 million people. In response to the arrest, local activists blocked the Organization for Security and Co-operation in Europe (OSCE)’s headquarters in Donetsk, demanding Kosyak’s release. The mission then suspended its operations in the Donbass. The Kremlin’s reaction to this incident appeared weak. It took a week for the Russian foreign ministry to demand Ukraine grant access to the Russian citizen. Kiev, backed by the West since the neo-Nazi rampage the Obama-Biden administration fueled, is unlikely to rush to allow Russian diplomats to meet with the captured officer. That means the Kremlin has no option. However, former Russian President Dmitry Medvedev wrote on October 11, “Russia knows how to wait. We are patient people.”
Indeed, endless waiting along with a few weak actions seem to be the Russian strategy. After the Ukrainian Army on October 26 captured the village of Staromaryevka in the Donbass, Russia did not take any steps to defend its proxies in the region. More importantly, Ukraine has destroyed the artillery of pro-Russian forces in its first combat deployment of the Turkish-made Bayraktar drones, and the Kremlin’s reaction was yet again soft. Even though Kiev confirmed its army has used the sophisticated weapon, Russian Foreign Minister Sergey Lavrov said, “It is very hard to figure out what is true and what is false.” It is not a secret Ukraine purchased Bayraktar drones from Turkey after the unmanned combat aerial vehicle proved to be a game changer in the 44-day war in Nagorno-Karabakh between Azerbaijan and Armenia.
Given the Kremlin hesitates to engage in a direct military confrontation with Ukraine, Kiev is expected to continue its limited military operations in the Donbass, quite aware Moscow will turn a blind eye to Ukrainian actions. Russia is still waiting for Ukraine to implement the Minsk agreements and grant the Donbass a special self-governing status after it holds elections under Ukrainian legislation. In return, the Russian-backed Donetsk People’s Republic and Luhansk’s People’s Republic would allow Ukraine to reinstate full control over its border with Russia. Neither side, however, seems determined to implement the deal.
From the Ukrainian perspective, a special self-governing status for both Donbass region republics would mean a second Crimea has been created. Another pro-Russia entity potentially creates obstacles in Ukrainian political life, which has been heavily linked with the West since late 2013’s Euromaidan. From the Russian perspective, returning the Donbass region to Kiev’s control would mean Moscow has de facto betrayed its proxies in the region and has lost control over the Donbass coal mines at the time when coal prices in the global market have hit a record high.

Still, the Kremlin has appeared to have signaled it is ready to compromise over the energy-rich region. On October 11, U.S. Under Secretary of State Victoria Nuland met in Moscow with Dmitry Kozak, who serves as Russian President Vladimir Putin’s deputy chief of staff. According to reports, the two officials had a “productive discussion about the full implementation of the Minsk Agreements and the restoration of peace, stability, and Ukrainian sovereignty in the Donbass.” That Nuland, who was on Russia’s sanctions list, was allowed to visit the Russian capital is a sign Washington has the upper hand in its relations with Moscow. The Kremlin had lifted targeted sanctions on the U.S. diplomat in exchange for a lift in U.S. sanctions on a few Russian officials and foreign-policy experts. As the U.S. dollar still controls transactions throughout the world, U.S. sanctions have had devastating consequences for 39 countries. Plus, the United States had requested Nuland’s visit to Russia. In other words, Russia had to make a concession to the United States. Moreover, Russian Foreign Minister Sergey Lavrov stressed his country would not object to U.S. participation in talks on the Donbass if Washington supports the Minsk Agreement.

Given Washington is the major foreign actor operating in Ukraine, any peace process that excludes the United States is unlikely to have major success. So far, Moscow and Kiev have been attempting to resolve the Donbass conflict through Normandy-format talks that have included Russia, Ukraine, Germany and France. But no progress has been made. Lavrov recently suggested inviting the United States to these talks, but Germany reportedly refused the Kremlin’s proposal, which means warfare in the Donbass likely will continue for the foreseeable future.

This means the region will be stuck in a state that can be described as neither war nor peace, although forces on both sides will try to change the status quo. Alexander Borodai, who was prime minister of the self-proclaimed Donetsk People’s Republic in 2014 and is now a member of the Russian Parliament, said Russia should abolish the border with the Donbass republics. However, customs points between the republics already have been abolished and both entities have been integrated into the Russian economy. As Borodai pointed out, the Donbass already is a de facto part of Russia. However, unless the conflict in the region escalates into a large-scale confrontation, the Kremlin unlikely will incorporate the coal-rich territory into the Russian Federation.
Ukraine, for its part, is not expected to start any significant military operations until it gets the green light from Washington. On October 18, during U.S. Defense Secretary Lloyd Austin’s visit to Kiev, a fresh allotment of U.S.-made arms and other military equipment was delivered, part of a $60 million package the Biden administration had approved.

According to Austin, the United States has committed more than $2.5 billion since 2014 to support Ukraine’s Armed Forces, and Turkish defense company Baykar is expected to build a maintenance and modernization center for Bayraktar drones in Ukraine, which means the former Soviet republic is seriously preparing for a potential war against Russia.
At this point, a major escalation of the Donbass conflict does not seem probable. But, in the long term, such an option will almost certainly be on the table.

Just forty days after Russia’s military campaign began inside Ukraine, Ukrainian President Vlodymyr Zelensky told reporters that in the future, his country would be like “a big Israel.” The following day, one of Israel’s top promoters in the Democratic Party published an op-ed in NATO’s official think tank exploring how that could be executed.
Zelensky made his prediction while speaking to reporters on April 5, rejecting the idea that Kiev would remain neutral in future conflicts between NATO, the European Union, and Russia. According to Zelensky, his country would never be like Switzerland (which coincidentally abandoned its Napoleon-era tradition of nonalignment by sanctioning Russia in response to its February invasion).
“We cannot talk about ‘Switzerland of the future,’” the president informed reporters. “But we will definitely become a ‘big Israel’ with its own face.”
For those wondering what a “big Israel” would actually look like, Zelensky quickly elaborated on his disturbing prophecy.
“We will not be surprised that we will have representatives of the Armed Forces or the National Guard in all institutions, supermarkets, cinemas—there will be people with weapons,” Ukraine’s president said, predicting a bleak existence for his citizens. “I am sure that our security issue will be number one in the next ten years.”
Though the web post was based on comments Zelensky made to reporters, the president’s office mysteriously excised a section of his remarks in which he declared a future Ukraine would not be “absolutely liberal, European.” Instead, along with his vision for a heavily militarized Ukraine, the post emphasized Zelensky’s readiness to join NATO “already tomorrow.”
For NATO’s power brokers, however, Zelensky’s intimated willingness to join the military alliance was perhaps the least remarkable aspect of his statement. Instead, within 48 hours of his comments, the Atlantic Council—NATO’s semi-official think tank in Washington—published a “road map” exploring how to transform Ukraine into “a big Israel.”
Authored by Daniel B. Shapiro, the former U.S. Ambassador to Israel under President Barack Obama, the document posited that “the two embattled countries share more than you might think.”
Just as former U.S. Secretary of State Alexander Haig presented Israel as “the largest American air craft carrier in the world that cannot be sunk,” Shapiro put forward a vision of Ukraine as a hyper-militarized NATO bastion whose national identity would be defined by its ability to project U.S. power against Russia.

Israel and Ukraine: “Old, Loyal Friends”
Despite Israel’s reluctance to join the Western sanctions campaign against Russia, it has aided Ukraine’s militarily, sending two large shipments of defensive equipment since February of this year. In the past, however, Israel’s support for Ukraine in its fight against Russia has been more than defensive.
Back in 2018, over 40 human rights activists petitioned the Israeli High Court of Justice to stop arming Ukraine after members of the neo-nazi Azov Battalion were caught brandishing Israeli-made weapons. As Israel’s Ha’aretz noted at the time, “The militia’s [Azov] emblems are well-known national socialist ones. Its members use the Nazi salute and carry swastikas and SS insignias… One militia member said in an interview that he was fighting Russia since Putin was a Jew.”
Zelensky, a Ukrainian Jew, was apparently unperturbed by Israel’s alleged arming of Nazi elements in his country. One year after his 2019 election, he made a pilgrimage to Jerusalem to launch what he called a “prayer for peace,” and to attend an event titled, “Remember the Holocaust to fight anti-Semitism.” Ahead of the junket, Zelensky heaped praise on Israeli society, remarking in an interview that “Jews managed to build a country, to elevate it, without anything except people and brains,” and that Israelis are a “united, strong, powerful people. And despite being under the threat of war, they enjoy every day. I’ve seen it.”

“There are many countries in the world that can protect themselves, but Israel, such a small country, can not only protect itself, but facing external threats, can respond,” Zelensky said, adding that he had visited the country “many times.”
In a birthday message later that year to Israel’s then-Prime Minister, Benjamin Netanyahu, Zelensky commented that “old loyal friends are more valuable than ever. Ukraine and Israel have a friendship such as this.”
Since the escalation in fighting between Kiev and Moscow in February of this year, dozens of Israelis have traveled to Ukraine to join the country’s Foreign Legion.
More and more Israeli soldiers are showing up in Ukraine, ready to fight against the Russian Army.
In August, the Canadian government-backed Kyiv Independent published an investigation which accused Ukraine’s Foreign Legion of stealing arms and goods as well as carrying out sexual harassment and other forms of abuse.
Meanwhile, Zelensky has continually heaped praise on Tel Aviv, especially after an Israeli Supreme Court decision to lift restrictions on citizens traveling to Ukraine.
“The rule of law and respect for human rights is exactly what distinguishes a true, developed democracy!” the Ukrainian President tweeted following the July ruling.

A Hyper-Militarized Apartheid State As a Model for Ukraine
By April of 2022, Zelensky’s admiration for the Israeli state had apparently reached new heights. Immediately following his declaration that Ukraine would soon become “a big Israel,” Washington’s former ambassador to Tel Aviv, Daniel B. Shapiro, published a blueprint for Zelensky to achieve that dream at the Washington D.C.-based, NATO-sponsored Atlantic Council.
“By adapting their country’s mindset to mirror aspects of Israel’s approach to chronic security challenges, Ukrainian officials can tackle critical national-security challenges with confidence and build a similarly resilient state,” Shapiro, an Atlantic Council “distinguished fellow,” wrote.
The nearly 900-word outline offered eight bullet points detailing how Ukraine can become more like Israel, a country recently described by Amnesty International as an “apartheid state.” The points included advice such as to place “security first,” maintain “Intelligence dominance,” and remember that “technology is key.”
According to Shapiro, a central component of Israel’s security strategy is that “the whole population plays a role.”
“Civilians recognize their responsibility to follow security protocols and contribute to the cause,” Shapiro wrote of the Israeli population. “Some even arm themselves (though under strict supervision) to do so. The widespread mobilization of Ukrainian society in collective defense suggests that the country has this potential.” These comments align directly with Zelensky’s prediction that in a future Ukraine, “people with weapons” will be present in nearly every aspect of civilian life.
Like the propaganda touting Israel’s “success” as a security state, Shapiro’s blueprint imagined Ukraine’s citizenry united by a “common purpose” with help from Tel Aviv’s “high-tech innovation” in the military and intelligence sectors. His game plan portrays Israel’s advancements in security to as an almost mythical achievement owing purely to the feisty, innovative spirit of its citizens, overlooking the single greatest material factor in its success: unprecedented levels of foreign military assistance, particularly from the United States. Indeed, without U.S. taxpayers virtually subsidizing its military through yearly aid packages amounting to untold billions of dollars, it is difficult to see how a country the size of New Jersey would have attained the status of the world’s leading surveillance technology hub.
Even as Shapiro urged Zelensky to maintain “active defense partnerships,” he simultaneously downplayed the role foreign aid has played in preserving Israel’s settler-colonial imperatives, arguing that the “single principle” informing Tel Aviv’s security doctrine is that “Israel will defend itself, by itself—and rely on no other country to fight its battles.”
Shapiro must have forgotten that principle when he tweeted, “Thank God Israel has Iron Dome”—a reference to Israel’s air defense system that U.S. taxpayers funded to the tune of $1 billion in 2021 alone, on top of $3.8 billion in military assistance earmarked for Tel Aviv that year.
Thank God Israel has Iron Dome to protect its citizens from Hamas rocket from Gaza. But Israel's ability to defend itself doesn't in any way lessen the outrage of a terrorist organization firing at civilians from within civilian areas.
In his advice to Zelensky, Shapiro also emphasized that “Ukraine will need to upgrade its intelligence services” in a similar manner to Israel, which “has invested deeply in its intelligence capabilities to ensure that it has the means to detect and deter its enemies—and, when needed, act proactively to strike them.”

A U.S. Diplomat Stays Behind in Israel, Goes to Bat for Its Top Spying Firm
Shapiro would know a thing or two about the Israeli intelligence apparatus. In mid-2017, after opting to remain with his family in Israel, rather than return to the country that had employed him as a diplomat, he joined the Israeli tech firm NSO hacking firm as an independent advisor. There, Shapiro helped evaluate potential clients for NSO’s notoriously invasive digital spyware, known as Pegasus. NSO’s many government clients include the Saudi Monarchy, which has used its Pegasus system to monitor and persecute human rights campaigners and journalists.
Shapiro has also enjoyed close ties with Israeli intelligence through the Institute for National Security Studies (INSS) think tank in Tel Aviv. During the better part of his four years as a “Distinguished Visiting Fellow” at the institute, its executive director was Amos Yadlin, the Israeli Defense Forces’ former chief of Military Intelligence. Yadlin helped devise the doctrine of disproportionate force employed by the Israeli military against Gaza in which civilians were redefined as the “terrorists’ neighbor,” and thereby stripped of protections under the Geneva Conventions.
In 2018, INSS paid Shapiro more than $20,000 to testify before Congress on its behalf, despite him not registering as a foreign agent. Like NSO Group, INSS maintains a veneer of independence from the Israeli government even though its founder, Aharon Yariv, also served as the head of Israel’s military intelligence.
In the US, Shapiro had a stint at WestExec Advisors, a consulting founded in 2017 by now-Secretary of State Anthony Blinken and described by Politico as “Biden’s Cabinet in waiting.” Prior to the election of Joe Biden, Shapiro ran cover in the media after the Democratic Party’s platform removed language opposing further annexation of land in the occupied Palestinian West Bank.
War—It’s Good for Atlantic Council Donors
It is likely no coincidence that Shapiro published his prescription for converting Ukraine into an Israeli-style security state in his capacity as a “distinguished fellow” at the Atlantic Council. If Ukraine is ever transformed into the permanent military fortress he and Zelensky imagine, the NATO think tank’s weapons industry donors stand to benefit immensely.
Lockheed Martin, Raytheon and Boeing were all listed among the Atlantic Council’s top benefactors in 2021. Raytheon Chairman and CEO Gregory J. Hayes also happens to sit on the think tank’s international advisory board. As Max Blumenthal reported for The Grayzone, the Atlantic Council has also served as a de facto laundromat for money from Ukrainian interests like Burisma to members of Biden’s inner circle.
The three aforementioned arms companies, which form the heart of Washington’s military industrial complex, have already reaped massive profits from the war in Ukraine. Boeing, which faced a public relations crisis after malfunctions in its 737 Max plane’s operating system resulted in two high profile crashes, could be on track to reclaiming its status as the world’s top aircraft manufacturer as a result of the conflict.
Though Boeing suffered two consecutive quarterly losses in 2022, by July it claimed to be “building momentum” for a recovery. In June, the aerospace giant secured a contract to supply heavy-lift helicopters to Germany’s government after Berlin created a $107 billion fund for military investment in direct response to the Ukraine war.
Meanwhile, Raytheon and Lockheed Martin both manufacture the Javelin anti-tank missile system that have been dubbed a “symbol of Ukraine’s resistance” on the battlefield.

“They’ve been so important, there’s even a story about Ukrainian parents naming their children—not a joke—their newborn child ‘Javelin’ or ‘Javelina,’” U.S. President Joe Biden gushed during a May visit to a Lockheed Martin plant in Troy, Alabama, underscoring the company’s vital role in the Ukraine war with absurdity.
The United States has sent more than 8,500 Javelin anti-tank systems to Ukraine since February at a cost of roughly $178,000 a pop, according to the Pentagon’s 2021 budget. Eager to keep the gravy train flowing, Lockheed Martin is seeking to double production, aiming to manufacture 4,000 Javelin systems a year. Lockheed’s 2022 stocks are up more than 20 percent over the previous year, reaching their height just two weeks after Russia’s military operation began.
With inspiration from Shapiro’s NATO-sponsored “road map” to success, Zelensky’s fantasy of a perpetual militarized, high-tech Sparta bolstered by a gun-toting civilian population will require a massive investment in weapons and surveillance technology on the part of the government in Kiev. If this war is any indication, Ukraine will likely look to the Atlantic Council’s donors once again as it ventures to fulfill Zelensky’s dream of establishing a “big Israel” on Russia’s border.
