On January 28, the International People’s Tribunal on U.S. Imperialism: Sanctions, Blockades, and Coercive Economic Measures launched at the People’s Forum in New York City.
In the two-and-a-half months since then, the tribunal has held four virtual hearings across multiple time zones. Each hearing has zoomed in on a country that has faced Western sanctions. Experts provide testimony in a couple of hours’ time. So far, the impact of sanctions has been examined in hearings held on Zimbabwe, Syria, Korea and Libya.
Not only do the hearings intend to expose the effects of U.S. sanctions and blockades on targeted countries. The goal is to create strategies for legal accountability. Hearings will take place until June on a total of 15 countries in the Americas, Africa and Asia.

People’s Tribunals capture the ethos of self-determination and internationalism that was expressed through twentieth century anti-colonial struggles and was institutionalized in the 1966 Tricontinental Conference in Cuba. They bring together movement lawyers, scholars, and organizers from around the world and are designed by and accountable to the social movements and communities in which they are rooted. Operating outside of the logics and institutions of capitalist and imperialist law, People’s Tribunals make decisions that may not be binding and do not have the force of law, but their achievements in a political and discursive register inspire and provide the tools necessary for present and future organizing. People’s Tribunals allow the oppressed to judge the powerful, defining the content as well as the scope of the procedures, which reverses the norm of the powerful creating and implementing the law.
There is a long tradition of radical organizers and lawyers using the law to put capitalism and imperialism on trial. Organized by the Civil Rights Congress, and supported by the Communist Party as well as a host of Black leftist luminaries, including W. E. B. Du Bois, Claudia Jones, and Paul Robeson, We Charge Genocide: The Historic Petition to the United Nations for Relief of a Crime of the United States against the Negro People, indicted the political-economic system of capitalism and white supremacy for inflicting numerous forms of structural and physical violence on Black people in the U.S. as well as drawing parallels to U.S. imperialist violence abroad. The Russell Tribunal was set up in 1966 to judge U.S. military intervention and war crimes in Vietnam. The same format reemerged in later Russell Tribunals dealing with the U.S.-backed Brazilian and Argentinian military dictatorships (1964 and 1976, respectively), the U.S.-backed coup in Chile (1973), and the U.S.-European interventions against Iraq (1990, 2003). The 2016 International Tribunal for Democracy in Brazil critically examined the impeachment of President Dilma Rousseff and the role of the U.S. government. Organized in Brussels by both Philippine and international groups, the 2018 International People’s Tribunal on the Philippines exposed and condemned the multiple forms of state violence visited on the people of the Philippines since Rodrigo Duterte became president in 2016. And finally, the U.S. government was put directly on trial by a pair of innovative People’s Tribunals, including the 2007 International Tribunal on Katrina and Rita and the 2018 International Tribunal on U.S. Colonial Crimes Against Puerto Rico.

Ashley O’Shay’s documentary “Unapologetic” is an examination of the lives of Black women and queer activists in Chicago as they navigate the response in the streets to the police killings of Rekia Boyd in 2012 and Laquan McDonald in 2014. While the documentary provides a chilling revelation of just how long the process for “justice” for these two police killings took, it also, and perhaps more importantly, focuses on the struggles on multiple levels that the people who took to the streets and organized behind the scenes to demand that justice endured during that time. Two of those people are Janea Bonsu, an organizer with Black Youth Project 100 (BYP100), and Ambrell “Bella” Gambrell, a scholar and raptivist (a rapper who is involved in political or social activism).
After an introductory soliloquy in which viewers are let in on the meaning behind the film’s title, footage appears from a direct action in what looks to be a ritzy eatery in one of Chicago’s whiter areas. Agitators—and I use that term quite intentionally and with the utmost respect—interrupt the relaxed regular dining of the mostly white patrons with a coordinated call and response, indicting the dismissal of the suffering of poor Black families struggling to put food on their tables, who were probably not far from where the visibly uncomfortable white folks were sitting. They all sat there and chit-chatted over meals that were probably overpriced.
Though some of the patrons tried to appear patient and listen attentively, many more tried even harder to ignore the agitators and get on with their meal despite them, which is the perfect representation of the way much of white U.S. society responds to Black suffering and death in general. But the comments of the testy restaurant employee, dressed in what appears to be an elf costume—which makes his testiness all the more comical and infuriating—really bring home the point that the documentary endeavors to make, but also the point that the agitators were making.

The documentary proceeds to follow Janae as she completes her doctoral dissertation while organizing with BYP100, and Ambrelle as she uses her talent as a rapper and her exposure to the criminal justice system through family incarceration as the foundation of her activism. One should not mistake the difference in these two women being one of class—both are residents of the Southside of Chicago, and both have attended and graduated college. The difference appears to be the paths each takes with that foundation that the documentary shows contributes to their organizing efforts in different ways. One pursuing a Ph.D. based on pursuing alternatives to the disastrous impact on Black women that social services and interactions with the police have. The other eschews pursuit of further education in the system that she excoriates in one of her poems recited at an early protest.
And this is one contradiction that the documentary raises, or should raise, among its audience regarding academia and organizing—how useful is academia in organizing? Because while Janae is clearly passionate about working to find solutions to the very real problems of the negative impacts of the social services system on Black women, can solutions be found inside the very systems that perpetuate those problems? There are already plenty of educated folks in the social work field and even in policing, many of them Black. When we see in the documentary how Janae’s doctoral chair counsels her that she doesn’t have to talk about everything in her dissertation, isn’t this a reflection of how the established institutions respond to Black people when we raise the alarms about that system and its impact on us? A question to ponder, but not with the aim of besmirching Janae’s pursuit of her Ph.D., because the contradiction isn’t one regarding personal choice, but it is about systemic realities and being realistic about them.
Conversely, rather than go the academic route, Ambrelle took to the streets in the pursuit of organizing her own space, especially on behalf of Black women—and particularly queer women—who have experienced victimization by the carceral state. Clearly a skilled wordsmith and masterful with rap technique, she also draws upon her own experiences with multiple generations of family exposure to incarceration, using the experience of her mother’s incarceration and then her brother—still incarcerated at the time of the making of the documentary—to help other Black women deal with the trauma of that systemic victimization.
Both women actually have experience with the carceral system impacting their families, and both connect the repression of the state as part of the “War on Drugs” to the ongoing war on Black and poor people, and how this repression destroyed the stability of even economically struggling Black communities like in the Southside of Chicago.
That both women highlight the need to elevate the voices of young, Black and queer women in the new efforts at organizing is a central theme in the documentary. The role women play in organizing—that has been too often overlooked throughout the historical reflection of the long fight for liberation for Black people—is an important and well-highlighted discussion that both women and others throughout the documentary raise. In organizing meetings and in the streets, the documentary points out several instances throughout when Black men literally take the mic from Black women while they were speaking or talk over them, thereby dominating the discussion. It seems the film focuses on the organizing that occurred after Rekia Boyd’s killing precisely because few outside of Chicago probably understood how much focus the people in the streets DID pay to her killing, despite people outside of Chicago saying that the movement writ large doesn’t pay much attention to Black women killed by police.
However, there are contradictions even in these discussions in the film, as Ambrelle particularly describes Black men as being only interested in their position to power and as oppressors of Black women. But even with this troubling discourse about Black men, other voices in the documentary point out other possibilities, chief among them that Black men who exhibit misogynistic behavior toward Black women are largely unconscious of how some of their behavior negatively impacts Black women because they, too, are oppressed and do not realize the depth of their oppression. Just as in the questions surrounding the utility of academia in the movement, raising this contradiction is not a dig on Ambrelle, but an occasion to examine how we all talk about Black men in the spaces we all occupy in the movement.
Those contradictions that we all must wrestle with aside, the documentary delves into the hectic, exhausting, emotionally taxing life of Black organizers, activists and agitators—whatever you want to call them. The work that is done to confront city councils that refuse to listen to the demands of the people most impacted by police violence that is literally funded by their tax dollars, the difficulty balancing organizing and personal lives, the importance of strong family ties and support, and the difficulties even pursuing romantic interests are all issues among several others that remind the viewer that organizing is not a hobby. Nor is it a lifestyle. It is—for many of us—our life, our whole life. And it is such because our lives depend on it. But as the two women show in the various ways that they stay connected and grounded when they are not organizing or agitating, the necessity of having those connections and making that time for them outside of organizing and agitating is critical to their survival, too.
The documentary also presents a detailed timeline of the response of the Chicago Police Oversight Board and the mayor’s office to the police killings of Boyd and McDonald. In that timeline, we see the way now-Mayor Lori Lightfoot conducted herself in the presence of these agitators as they demanded the cop who killed Rekia be fired, but also the cold detachment as Rekia’s brother testified before the Chicago Police Board that Lightfoot presided over as president.
Watching it, you wonder how in the hell did she get away with presenting herself as a progressive after the despicable way in which she responded to these incidents and the people in that community demanding action be taken against the cops who committed them. Lightfoot’s recorded comments from that time period, and those of Rahm Emanuel, are repulsive and one wonders how the hell Lightfoot was elected mayor after the revelations of her boss Rahm Emanuel’s attempts to cover up evidence of the McDonald killing and the corruption of the Chicago District Attorney’s Office that was connected to Emanuel’s shady dealings. The politics of identity divorced from class analysis and good ol’ Democratic lesser-evilism are at play here, but it is not pointed out in the documentary. That is unfortunate, because these issues are critical drivers behind continued political malaise and stagnation among the very community the agitators are agitating on behalf of.
“Unapologetic” is a much-needed exposé into the actual lives of actual activists. It reveals that the “people in the streets” are ordinary folks struggling with ordinary life, but they also have the extraordinary desire to challenge and change this system because, as Black women and Black queer people, they also struggle with the extraordinary burdens heaped upon them by this society. That seems to be the primary focus of the documentary, though it also looks at how those ordinary people are pushed to be unapologetic about their activism and agitation—and that is a good thing. However, it leaves out the deeper discussions we need to have about the gender relations between Black men and Black women, classism, and identity reductionism that exist within this important work, all of which we cannot afford to ignore if we ever want to be healthy enough—mentally, emotionally, and as a community—to endure this continued struggle.

At the COP 27 climate summit, an explosion of fossil fuel lobbyists was observed with over 600 such delegates present at the venue in Sharm el Sheikh, Egypt. With this number of registered delegates, this year’s COP has seen a rise of 25 percent among fossil fuel lobbyists compared to last year.
Notably, the fossil fuel lobbyists outnumbered any single community that has been at the frontline of populations affected by the climate crisis.
Three organizations, namely, Corporate Accountability, Corporate Europe Observatory, and Global Witness (GW), have analyzed the provisional list of attendees to the UN event. The finding reveals the scale at which the corporate actors directly linked to fossil fuel burning enjoy access to the critical climate summit of COP 27. Notably, the lobbyists are affiliated with some of the world’s largest polluting oil and gas companies.
There were 503 such lobbyists at the Glasgow summit of last year, and then also, this figure outnumbered the delegation from any single country. This year in Egypt, the only country that outnumbers the number of lobbyists, who are linked with the largest polluting corporates, is the United Arab Emirates (UAE) with 1,070 registered delegates. The UAE will host COP 28 next year.
An activist group named ‘Kick Big Polluters Out’ said in a statement, “The influence of fossil fuel lobbyists is greater than frontline countries and communities. Delegations from African countries and Indigenous communities are dwarfed by representatives of corporate interests directly at odds with the level of systemic change needed to slow the climate crisis.” They added that fossil fuel lobbyists were working openly through several country delegations.
Researchers belonging to Global Witness, Corporate Europe Observatory, and Corporate Accountability counted the number of registered individuals who are directly affiliated with fossil fuel giants like Shell, Chevron and BP (British Petroleum) or representing the fossil fuel industry as members of delegations that act on behalf of these industries. Some of the salient points that the analysis found are the following:
As many as 636 fossil fuel lobbyists are registered at COP 27; there are more fossil fuel lobbyists registered than delegations from Africa, and this is despite it being the ‘African COP’ this year; 29 countries have fossil fuel lobbyists within their national delegates; last but most important is that there are more lobbyists than representatives of the 10 countries that are most impacted by climate change, including Myanmar, Haiti, Pakistan, and Bangladesh.
The researchers also mentioned that activists from the Global South (developing countries) along with Indigenous communities that are in the most vulnerable conditions due to climate crisis have been kept at bay from attending the summit by high costs, challenges in getting visas and repressive actions implemented by the hosting country.
Civil society groups have raised apprehensions that with the increasing presence of fossil fuel lobbyists, the negotiations may get stymied, that too at a crucial time when the efforts of keeping the global temperature within 1.5 degrees Celsius should take center stage.
It’s worth mentioning that many environmental groups that work on the transition away from fossil fuel argue that including private players in the negotiations could be beneficial. However, the sheer size of the lobbyists at the negotiations can outweigh the benefits of their inclusion. Thus, the fear that their presence can actually slow the negotiations rather than limit their industries.
“The explosion in the number of industry delegates attending the negotiations reinforces the conviction of the climate justice community that the industry views the COP as a carnival of sorts, and not a space to address the ongoing and imminent climate crisis,” commented Kwami Kpondzo of Friends of the Earth Togo, the non-profit organization working to protect the environment and sustainable development.
In addition, a coalition of civil society groups recently made a submission to the UNFCCC (United Nations Framework Convention on Climate Change), the wing that supervises COP summits, saying, “ Climate action would continue to fail to meaningfully address the climate crisis as long as polluting interests are granted unmitigated access to policymaking processes and are allowed to unduly influence and weaken the critical work of the UNFCCC.”

The decision by the African Union Commission, on July 22, to grant Israel observer status membership in the AU was the culmination of years of relentless Israeli efforts aimed at co-opting Africa’s largest political institution. Why is Israel so keen on penetrating Africa? What made African countries finally succumb to Israeli pressure and lobbying?
To answer the above questions, one has to appreciate the new Great Game under way in many parts of the world, especially in Africa, which has always been significant to Israel’s geopolitical designs. Starting in the early 1950s to the mid-70s, Israel’s Africa network was in constant expansion. The 1973 war, however, brought that affinity to an abrupt end.
What Changed Africa
Ghana, in West Africa, officially recognized Israel in 1956, just eight years after Israel was established atop the ruins of historic Palestine. What seemed like an odd decision at the time – considering Africa’s history of western colonialism and anti-colonial struggles—ushered in a new era of African-Israeli relations. By the early 1970s, Israel had established a strong position for itself on the continent. On the eve of the 1973 Israeli-Arab war, Israel had full diplomatic ties with 33 African countries.
“The October War”, however, presented many African countries with a stark choice: siding with Israel – a country born out of Western colonial intrigues – or the Arabs, who are connected to Africa through historical, political, economic, cultural and religious bonds. Most African countries opted for the latter choice. One after the other, African countries began severing their ties with Israel. Soon enough, no African state, other than Malawi, Lesotho and Swaziland, had official diplomatic relations with Israel.
Then, the continent’s solidarity with Palestine went even further. The Organization of African Unity – the precursor to the African Union – in its 12th ordinary session held in Kampala in 1975, became the first international body to recognize, on a large scale, the inherent racism in Israel’s Zionist ideology by adopting Resolution 77 (XII). This very Resolution was cited in the United Nations General Assembly Resolution 3379, adopted in November of that same year, which determined that “Zionism is a form of racism and racial discrimination”. Resolution 3379 remained in effect until it was revoked by the Assembly under intense U.S. pressure in 1991.
Since Israel remained committed to that same Zionist, racist ideology of yesteryears, the only rational conclusion is that it was Africa, not Israel, that changed. But why?
First, the collapse of the Soviet Union. That seismic event resulted in the subsequent isolation of pro-Soviet African countries which, for years, stood as the vanguard against U.S., Western and, by extension, Israeli expansionism and interests on the continent.
Second, the collapse of the unified Arab front on Palestine. That front has historically served as the moral and political frame of reference for the pro-Palestine, anti-Israel sentiments in Africa. This started with the Egyptian government’s signing of the Camp David Agreement, in 1978-79 and, later, the Oslo Accords between the Palestinian leadership and Israel, in 1993.
Covert and overt normalization between Arab countries and Israel continued unabated over the last three decades, resulting in the extension of diplomatic ties between Israel and several Arab countries, including African-Arab countries, like Sudan and Morocco. Other Muslim-majority African countries also joined the normalization efforts. They include Chad, Mali and others.
Third, the ‘scramble for Africa’ was renewed with a vengeance. The neocolonial return to Africa brought back many of the same usual suspects—Western countries, which are, once more, realizing the untapped potential of Africa in terms of markets, cheap labor and resources. A driving force for Western re-involvement in Africa is the rise of China as a global superpower with keen interests in investing in Africa’s dilapidated infrastructure. Whenever economic competition is found, military hardware is sure to follow. Now several Western militaries are openly operating in Africa under various guises—France in Mali and the Sahel region, the United States’ many operations through U.S. Africa Command (AFRICOM), and others.
Tellingly, Washington does not only serve as Israel’s benefactor in Palestine and the Middle East, but worldwide as well, and Israel is willing to go to any length to exploit the massive leverage it holds over the U.S. government. This stifling paradigm, which has been at work in the Middle East region for decades, is also at work throughout Africa. For example, last year the U.S. administration agreed to remove Sudan from the state-sponsored terror list in exchange for Khartoum’s normalization with Israel. In truth, Sudan is not the only country that understands – and is willing to engage in—this kind of ‘pragmatic’—read under-handed—political barter. Others also have learned to play the game well. Indeed, by voting to admit Israel to the AU, some African governments expect a return on their political investment, a return that will be exacted from Washington, not from Tel Aviv.
Unfortunately, albeit expectedly, as Africa’s normalization with Israel grew, Palestine became increasingly a marginal issue on the agendas of many African governments, who are far more invested in realpolitik – or simply remaining on Washington’s good side—than honoring the anti-colonial legacies of their nations.
Netanyahu the Conqueror
However, there was another driving force behind Israel’s decision to ‘return’ to Africa than just political opportunism and economic exploitation. Successive events have made it clear that Washington is retreating from the Middle East and that the region was no longer a top priority for the dwindling U.S. empire. For the United States, China’s decisive moves to assert its power and influence in Asia are largely responsible for the U.S. rethink. The 2012 U.S. withdrawal from Iraq, its ‘leadership from behind’ in Libya, its non-committal policy in Syria, among others, were all indicators pointing to the inescapable fact that Israel could no longer count on the blind and unconditional U.S. support alone. Thus, the constant search for new allies began.
For the first time in decades, Israel began confronting its prolonged isolation at the UNGA. U.S. vetoes at the UN Security Council may have shielded Israel from accountability to its military occupation and war crimes; but U.S. vetoes were hardly enough to give Israel the legitimacy that it has long coveted. In a recent conversation with former UN human rights envoy, Richard Falk, the Princeton Professor Emeritus explained to me that, despite Israel’s ability to escape punishment, it is rapidly losing what he refers to as the ‘legitimacy war’.
Palestine, according to Falk, continues to win that war, one that can only be achieved through real, grassroots global solidarity. It is precisely this factor that explains Israel’s keen interest in transferring the battlefield to Africa and other parts of the Global South.
On July 5, 2016, then Israeli Prime Minister, Benjamin Netanyahu, kick-started Israel’s own ‘scramble for Africa’ with a visit to Kenya, which was described as historic by the Israeli media. Indeed, it was the first visit by an Israeli prime minister in the last 50 years. After spending some time in Nairobi, where he attended the Israel-Kenya Economic Forum alongside hundreds of Israeli and Kenyan business leaders, he moved on to Uganda, where he met leaders from other African countries including South Sudan, Rwanda, Ethiopia and Tanzania. Within the same month, Israel announced the renewal of diplomatic ties between Israel and Guinea.
The new Israeli strategy flowed from there. More high-level visits to Africa and triumphant announcements about new joint economic ventures and investments followed. In June 2017, Netanyahu took part in the Economic Community of West African States (ECOWAS), held in the Liberian capital, Monrovia. There, he went as far as rewriting history.
“Africa and Israel share a natural affinity,” Netanyahu claimed in his speech. “We have, in many ways, similar histories. Your nations toiled under foreign rule. You experienced horrific wars and slaughters. This is very much our history.” With these words, Netanyahu attempted, not only to hide Israel’s colonial intentions, but also rob Palestinians of their own history.
Moreover, the Israeli leader had hoped to crown his political and economic achievements with the Israel-Africa Summit, an event that was meant to officially welcome Israel, not to a specific African regional alliance, but to the whole of Africa. However, in September 2017, the organizers of the event decided to indefinitely postpone it, after it was confirmed to be taking place in Lome, capital of Togo, on October 23-27 of that same year. What was seen by Israeli leaders as a temporary setback was the result of intense, behind-the-scenes lobbying of several African and Arab countries, including South Africa and Algeria.
Premature ‘Victory’
Ultimately, it was a mere temporary setback. The admission of Israel into the 55-member African bloc in July is considered by Israeli officials and media pundits as a major political victory, especially as Tel Aviv has been laboring to achieve this status since 2002. At the time, many obstacles stood in the way, like the strong objection raised by Libya under the leadership of Muammar Ghaddafi and the insistence of Algeria that Africa must remain committed to its anti-Zionist ideals, and so on. However, one after the other, these obstacles were removed or marginalized.
In a recent statement, Israel’s new Foreign Minister, Yair Lapid, celebrated Israel’s Africa membership as an “important part of strengthening the fabric of Israel’s foreign relations”. According to Lapid, the exclusion of Israel from the AU was an “anomaly that existed for almost two decades”. Of course, not all African countries agree with Lapid’s convenient logic.
According to TRT news, citing Algerian media, 17 African countries, including Zimbabwe, Algeria and Liberia, have objected to Israel’s admission to the Union. In a separate statement, South Africa expressed outrage at the decision, describing the “unjust and unwarranted decision of the AU Commission to grant Israel observer status in the African Union” as “appalling”. For his part, Algerian Foreign Minister, Ramtane Lamamra, said that his country will “not stand idly by in front of this step taken by Israel and the African Union without consulting the member states.”
Despite Israel’s sense of triumphalism, it seems that the fight for Africa is still raging, a battle of politics, ideology and economic interests that is likely to continue unabated for years to come. However, for Palestinians and their supporters to have a chance at winning this battle, they must understand the nature of the Israeli strategy through which Israel depicts itself to various African countries as the savior, bestowing favors and introducing new technologies to combat real, tangible problems. Being more technologically advanced as compared to many African countries, Israel is able to offer its superior ‘security’, IT and irrigation technologies to African states in exchange for diplomatic ties, support at the UNGA and lucrative investments.
Consequently, Palestine’s Africa dichotomy rests partly on the fact that African solidarity with Palestine has historically been placed within the larger political framework of mutual African-Arab solidarity. Yet, with official Arab solidarity with Palestine now weakening, Palestinians are forced to think outside this traditional box, so that they may build direct solidarity with African nations as Palestinians, without necessarily merging their national aspirations with the larger, now fragmented, Arab body politic.
While such a task is daunting, it is also promising, as Palestinians now have the opportunity to build bridges of support and mutual solidarity in Africa through direct contacts, where they serve as their own ambassadors. Obviously, Palestine has much to gain, but also much to offer Africa. Palestinian doctors, engineers, civil defense and frontline workers, educationists, intellectuals and artists are some of the most highly qualified and accomplished in the Middle East. True, they have much to learn from their African peers, but also have much to give.
Unlike persisting stereotypes, many African universities, organizations and cultural centers serve as vibrant intellectual hubs. African thinkers, philosophers, writers, journalists, artists and athletes are some of the most articulate, empowered and accomplished in the world. Any pro-Palestine strategy in Africa should keep these African treasures in mind as a way of engaging, not only with individuals but with whole societies.
Israeli media reported extensively and proudly about Israel’s admission to the AU. The celebrations, however, might also be premature, for Africa is not a group of self-seeking leaders bestowing political favors in exchange for meager returns. Africa is also the heart of the most powerful anti-colonial trends the world has ever known. A continent of this size, complexity, and proud history cannot be written off as if a mere ‘prize’ to be won or lost by Israel and its neocolonial friends.
