Editor’s Note: The following is the writer’s opinion.
Ugandan President Yoweri Museveni will provide room and board to about 2,000 Afghan refugees, at the request of the United States, until they can be transferred to Western countries in months or years to come. Airplanes carrying Afghan evacuees have already landed in Uganda.
This is a diplomatic triumph for a “useful” tyrant, who has repeatedly acted as a CIA enforcer in the sensitive regions of Central Africa and the Horn of Africa.

First, the open arms of the people of Uganda must be praised, especially now at a time of global racist pushback against asylum seekers and refugees. Uganda, a country with just $827 per capita income, is home to 2.2 million refugees fleeing grisly violence in Congo, Somalia and the rest of the African continent.
How ever generous, the good hearts of Uganda’s people have been used by Museveni as a bargaining chip to curry favor with the United States and thus solidify his calamitous rule.
Museveni has governed Uganda for 35 years. In the process, he has whipped skulls of challengers, forcibly pulled dissidents from airplane seats, and won a bloody election in January in circumstances that can be described as a stain on democracy.
Despite Museveni’s track record, the CIA counts him as a crucial bulwark against the radical Islamist menace in the Horn of Africa and East Africa region. The so-called “War on Terror” keeps Uganda wealthy with U.S. cash and makes Museveni so untouchable that his soldiers serving in Somalia drive around in bomb-resistant vehicles that once couriered U.S. troops around Afghanistan. Museveni is the United States’ dependable ally in East Africa, not thinking twice before he deploys Ugandan troops on behalf of U.S. operations to control the outcomes of regional wars in Somalia, Burundi or Congo.
As Yasin Kakande, fierce Museveni critic and author of Why We Are Coming, tells me: “Museveni plays a role akin to the head of a brokerage firm for rebels, rebellions and peace missions on behalf of America.”
The Afghan refugee emergency saw a bungling Biden scrambling for venues to temporarily place evacuated refugees ahead of a so-called “red-line ultimatum” given by an increasingly confident Taliban regime in Kabul. Qatar, a transit country, says it is now saturated with refugees and can take no more. Iran and Turkey were reportedly restricting the entry of Afghan refugees into their territory. However, Museveni has spotted a gap to play a benevolent friend to a desperate United States.

Museveni is clever. He knows after an election victory marred by widespread killings and torture of opponents, the United States was taking a hard line, imposing visa sanctions on Uganda government officials accused of undermining democracy in the East African nation. Civil society and global human-rights partners were calling on the United States to slap Museveni’s regime harder.
Running low on options, he had to wiggle his way out. A chance presented itself in Afghanistan and Museveni jumped to aid Biden in Afghanistan. By pretending to be generous to the Biden administration, Museveni is maneuvering back into the favor of Washington. Uganda government trolls are already having a field day, making sexist remarks about Afghan female refugees.
“President Museveni has opened borders to Afghan refugees,” charges outspoken Ugandan journalist Yasin Kakande, who has not lived in his homeland for years. “The CIA claps hands and tells Washington that Museveni is a model dictator who fights America’s failed wars. The same story like in Somalia.”

The nature of global politics has evolved significantly in the 21st century. The United States is no longer the uncontested world power, able to dominate every domain in every region of the world. Cooperation with dictatorial governments like Museveni’s in Uganda that do not hesitate to sign off on deals without consulting with their citizens is the sweetest dream of the contesting powers of the world. The United States is threatened by the closing gap between herself and her immediate competitor, China. The rivalry between the two is working to the advantage of power-hungry oligarchs in far-off places like Uganda, who survive by serving the interests of these powerful nations. The desperation of Afghan refugees is bringing the murderous political elites of Uganda and the U.S. government closer to deals. For Museveni, leveraging his legitimacy on cooperating with the United States significantly works to his political advantage, while the self-serving convenience of turning a brutal government into a useful ally is, to the United States, high priority. Access to loans from international funders, as well as to donor funds and ammunition, all work to build an elitist political empire that thrives by riding roughshod over the stricken of the region and Uganda whilst handsomely serving U.S. imperial goals.
The geopolitical relevance of autocratic strongmen in the African Great Lakes region puts the likes of Museveni in Uganda in a special class of despots the U.S. government cannot afford to stop working with. After the massive but disorganized and humiliating withdrawal from Afghanistan, the U.S. government seems not to care much about who it wines and dines with as long as it puts a cover on the negative implications of its rushed Afghan pullout.
There is nothing wrong with Ugandan people’s remarkable generosity in hosting batches of Afghan refugees. But Museveni opportunistically casting himself as a global refugee-rights icon must not cloud the United States’ duty to call out his repressive rule in Uganda.
The United States seemingly has two choices: Alienate an autocrat like Museveni by rebuking him or overlook his undemocratic excesses and retain Museveni’s help in the so-called “War on Terror.”
The United States has chosen the latter.

In a hugely consequential advisory, the U.S. Treasury Department quietly signaled on February 2 that it was “tweaking” sanctions against Afghanistan’s Haqqani Network, a Sunni Islamist militant organization. International banks can now transfer money to the Taliban, including its affiliated Haqqani Network, without fear of breaching sanctions.
Washington simply issued clarifications dilating on the relaxation of sanctions announced in September and December for humanitarian work in Afghanistan. The banks can now process transactions related to humanitarian operations “including clearing, settlement, and transfers through, to, or otherwise involving privately owned and state-owned Afghan depository institutions.” (Author’s emphasis.)
Significantly, the Treasury Department specifically mentioned that the relaxed regime will include the Haqqani Network as well. This means that U.S. sanctions will no longer come in the way of foreign agencies signing agreements to provide aid, general aid coordination, including import administration, and sharing of office space with the Taliban or Haqqani Network.
Logically, the next step will be to ensure that the United States would have a say in the Afghan economic policies under the Taliban. The downstream implications for the Taliban government’s fiscal management or decision-making vis-à-vis non-Western partners in development—for example, China’s Belt and Road Initiative, the TAPI (Turkmenistan/Afghanistan/Pakistan/India) gas pipeline project and others—are at once obvious.
A convincing case is being made in this direction already by the U.S. government-funded think tank, the U.S. Institute of Peace, based in Washington.
A USIP analysis says:
“Although economic and humanitarian conditions in Afghanistan continue to deteriorate, the Taliban have taken some positive steps toward financial stability by publishing a fiscally responsible three-month and raising considerable amounts of domestic revenue – especially through customs duties, which have risen with a crackdown on corruption.
The international community urgently needs to get a better idea of how much the Taliban government is collecting and where budget resources are being spent, so as to ensure that the limited aid funds for delivering essential services are well spent…
U.S. government, other donors and especially the World Bank (which could be authorized to take the lead on this) urgently need to analyze data on Afghan government revenues and expenditures and assess the implications for effective deployment of aid, especially when it comes to assistance for public service delivery as opposed to purely humanitarian aid.”
Great Sense of Urgency
There is a great sense of urgency here that the discussions between the Taliban and U.S. representatives at the recent Oslo talks (January 23-25) be followed up speedily in the broad direction of engaging the government in Kabul. (See my article, “West finding ways to work with the Taliban,” Asia Times, January 28.)
Significantly, the Oslo deliberations were brusquely taken forward to the United Nations Security Council on January 26, where UN officials at Washington’s behest forcefully argued for the imperative of “engaging with the de facto authorities” in Kabul.
The UN officials are on record that their “premise is based on a presumed consensus that it is in no one’s interest to see a collapse of the current state in Afghanistan, but also that engagement with the Taliban can lead to progress along a negotiated pathway that delivers for the people of Afghanistan, the region and the rest of the world.”
And, therefore, “testing that hypothesis will be our task in the months ahead.”
India’s permanent representative to the UN, Ambassador T.S. Tirumurti, who briefed the Security Council in his capacity as chairman of the committee created pursuant to Resolution 1988 tasked with overseeing sanctions related to the Taliban (against Sirajuddin Haqqani, etc.), reportedly “explained that the goal is to facilitate conditions that promote dialogue and ultimately result in peace and stability.”
Tirumurti cautioned that the UN monitoring team has noted that the ties between the Taliban – largely through the Haqqani Network – and al-Qaeda and foreign terrorist fighters remain close and are based on ideological alignment.
Furthermore, the presence of Islamic State (ISIS) in Afghanistan remains a matter of concern, as terrorist attacks continue to be used to demonstrate power and influence.
Plainly put, the journey has begun to lift the sanctions against the Taliban leaders, including the Haqqanis. The UN officials dealing with Afghanistan are plowing the U.S. line to speed up the process.
Meanwhile, on February 2, U.S. Secretary of State Antony Blinken and Secretary of Defense Lloyd Austin testified in front of the Senate Foreign Relations Committee and the Senate Armed Services Committee.
Dissatisfaction in High Places
It was a classified briefing. In a statement later, Republican Senator Jim Inhofe, ranking member of the Armed Services Committee, voiced dissatisfaction:
“We still face a lot of real challenges in Afghanistan even though our troop presence is gone … I would have liked to hear more details regarding the interagency planning process, nature of the terrorist threat in Afghanistan today, and their counterterrorism plans going forward.
We need to learn from our mistakes if we want to deter [US President Vladimir] Putin’s aggression in Europe or appropriately respond to Chinese economic and military aggression.”
Evidently, the geopolitics of Afghanistan is very much on everyone’s mind in the U.S. establishment. Unsurprisingly, Russia has voiced disquiet over the unseemly hurry in Washington to hustle the world community.
In a wide-ranging interview with Tass news agency this week, Russia’s presidential envoy on Afghanistan, Ambassador Zamir Kabulov, took the bull by the horns by cautioning that while there is an urgency to render humanitarian assistance to Afghanistan—for which the unblocking of frozen funds by Washington will make a critical difference—that should not be used as a diplomatic tool.
Kabulov recalled the conditions for recognition of the Taliban government. He also warned against the probability of resistance to Taliban rule among Afghans, while also offering Russian mediation for reconciliation (see here, here and here).
Kabulov’s remarks hint at disquiet in Moscow that Washington is manipulating the Taliban faction leaders by dangling in front of them the carrot of the lifting of sanctions.
However, Washington is unlikely to pay heed. The Taliban’s alienation with Pakistan has opened a window of opportunity, which must be seized. The U.S. has already spent more than a billion dollars to split the Taliban.
The Treasury Department advisory is a hurried step, which in effect erodes the UN sanctions regime against the Haqqani Network. Only the lawmakers in the U.S. Congress have been taken into confidence.
War Profiteers
The stakes are high. Reports have appeared that Erik Prince, the Pentagon’s infamous war contractor, recently visited Dushanbe, Tajikistan. The recent unrest in Kazakhstan highlighted Afghanistan’s potential to be the staging ground for outside powers to destabilize Central Asian states that border China, Russia and Iran.
Although the Taliban have denied involvement, Kazakh President Kassym-Jomart Tokayev has been explicit in his remarks that foreign militants, mostly from Central Asian countries, including Afghanistan and also from the Middle East, participated in the unrest in Kazakhstan. Russia has endorsed Tokayev’s allegation (see here and here).
Interestingly, it was announced on February 2 that Kabul and Doha will be connected by direct flights. The U.S. personnel handling Afghan affairs, who are based in Qatar, can now travel frequently with ease to Kabul.
On January 31, U.S. President Joe Biden also announced his decision to nominate Qatar as a “major non-NATO ally”—a singular honor that Washington once bestowed on Pakistan as a frontline state.
“It does open up a full new range of opportunities: exercises, operations and you know, perhaps, the … acquisition of capabilities as well,” Pentagon spokesman John Kirby told reporters, commenting on Biden’s decision.
Taken together, the regional states will be worried that the United States’ nascent engagement with the Taliban behind the fig leaf of humanitarian aid, which gathered momentum at the Oslo talks, enables the return of U.S. intelligence personnel to Afghanistan on the pretext of “counter-terrorism” operations.

From the U.S. military intervention launched under the banner of democracy and human rights to restored warlords and the resuscitated Taliban regime, Afghan women have never stopped fighting for their rights.
When Taliban forces entered Kabul on August 15, appearing to have taken control of Afghanistan two weeks before the United States was set to complete its troop withdrawal, shock and fear for women’s fate under the Islamist group’s repressive rule quickly multiplied inside the country and globally.
After nearly 20 years of a U.S.-led coalition’s presence, a costly two-decade war, the very force the United States had tried to push out of power, in the name of its “War on Terror,” took over again. This time it occurred with stunning rapidity, in the wake of U.S. President Joe Biden’s hasty, chaotic military withdrawal.
With the U.S. exit from Afghanistan, hundreds of thousands of Afghan nationals were abandoned at the mercy of the Taliban, amid concern the fundamentalist movement would re-impose its hard-line interpretation of Islamic law on women and girls.
But securing women’s rights was used from the beginning to justify the U.S. military intervention. The Biden administration’s irresponsible pull-out in tandem with the swift, untroubled Taliban return speaks volumes about Washington’s lack of interest to secure respect for human rights and improve women’s lives. Humanitarian interventions have been used to deploy U.S. troops and drones in Iraq, Libya, Syria and other countries. As a consequence, 1 million people have been killed and an estimated 38 million have been forced to become refugees.
Condemning Humanitarian Interventions
The Revolutionary Association of the Women of Afghanistan (RAWA), the oldest feminist organization in Afghanistan, stated in its response to the Taliban takeover: “It is a joke to say values like ‘women’s rights,’ ‘democracy,’ ‘nation-building,’ etc., were part of the U.S./NATO aims in Afghanistan!”

The women’s association mentioned the United States’ geostrategic motives for its invasion, namely causing regional instability to encircle its rival powers, China and Russia in particular, and to undermine their economies via regional wars.
“Right from the start, RAWA members have been saying that freedom can’t be brought through bombs, war and violence,” Sonali Kolhatkar, co-director of the Afghan Women’s Mission (AWM), a U.S.-based organization that funds RAWA’s work, told Toward Freedom. “How can they liberate women while they’re killing their husbands, brothers and fathers?”
Afghan women have long known that the U.S.-staged war on terrorism—and any foreign meddling—was not going to make their country safer. Women took the brunt of the backlash of war, military invasion and, again, today’s uncertain aftermath.
“[Afghan women] have always rejected outside interference, and maintained that Afghans need to fight for their freedom from inside,” Kolhatkar said.
For decades, active women have been at the forefront of opposing fundamentalism, warlordism and imperialism in Afghanistan.
Leading political activist and human-rights advocate Malalai Joya publicly denounced the presence of warlords and war criminals in the Afghan parliament in 2003 while serving as a member of parliament (MP), which resulted in her dismissal. An outspoken critic of the United States and NATO, she has continued to denounce the 20-year U.S./Western occupation. She has condemned U.S.-led drone attacks and bombings, clandestine raids carried out by U.S. and Afghan special forces into civilian homes, all of which have killed thousands of Afghans.
Between 2001 and 2020, more than 46,000 civilians were killed and 5.9 million Afghans displaced as a result of the war’s ongoing violence.
U.S. Brings Taliban Back to Power
Activists at the Afghan Women’s Network (AWN), an NGO launched in the mid-1990s, have criticized the United States for allegedly bribing and empowering warlords, then resuscitating the Taliban’s power in the 2020 U.S.-led negotiations in Doha, which translated into replacing one fundamentalist regime in Afghanistan with another.
“I do not understand the United States for undoing and now redoing the Taliban in Afghanistan, whose ruling will affect women’s lives the most, which will be ruined yet again,” prominent human-rights activist Mahbooba Seraj, member of AWN, said in a interview with TRT World.
Talking to Toward Freedom, Alia Rasoully, an Afghan based in the United States who founded WISE Afghanistan, an organization that aims to provide women access to health and education, underlined how the Doha talks were conducted solely in the United States’ interest. She said many Afghans are not aware of the agreement’s details.
“Afghan women feel betrayed,” Rasoully said. “Although some women were included in the negotiations, none of their demands for basic human and Islamic rights are being met today.”

Spozhmay Maseed, a U.S.-based Afghan rights activist, deplored the seemingly unconcerned U.S. pull-out. “It was shocking to everyone,” she told Toward Freedom. “U.S. forces were combating terrorists for 20 years, today they’re dealing with them. Who were they fighting then? What was that fight for?”
RAWA member Salma, whose real name must be concealed to protect her security, relayed similar concerns to Toward Freedom.
“The U.S. invasion of Afghanistan after 9/11 was a military operation orchestrated by the CIA that brought in Northern Alliance puppet leaders, who are as extremist and misogynist as the Taliban, and painted them as ‘democratic’ and ‘liberal,’” she said.
“What’s the result of these 20 years?” Salma asked. “[The United States] spent more than $2 trillion on the war to bring back the same Taliban, and it turned the country into a corrupt, drug-mafia and unsafe place, especially for women.”
The façade of democracy the United States had poured trillions of dollars into maintaining was lifted when former President Ashraf Ghani abandoned the presidential palace on August 15 by reportedly dashing onto a helicopter with close to $200 million in tow.
“How breakable that ‘democracy’ was, and how rotten the U.S.-backed puppet government was!” Salma asserted.
The Work of RAWA
On its website, RAWA has documented through its reports, photos and videos the horrific conditions facing Afghan women at the hands of the mujahideen and the Taliban, as well as the destruction and bloodshed during the U.S. occupation, which was rarely reported in the media.
“This indigenous women’s movement had long been trying to draw international attention to the atrocities against their people, in particular the ultra-woman-hating acts they were witnessing,” AWM’s Kolhatkar stressed. “It was only after September 11, when the world discovered there were terrible things happening to women in Afghanistan.”
Unlike many other Afghans, RAWA members have stayed, striving to give voice to the deprived women of Afghanistan in the struggle for women’s rights.
RAWA, which was established in 1977 as an independent political organization of Afghan women struggling for women’s rights, is driven by the belief that only a democratic, secular government can ensure security, independence and equality among Afghan people. It became involved in the struggle for resistance following the Soviet intervention called for by the then-socialist government of Afghanistan in 1979. Over the last four decades, RAWA spoke out against the anti-Soviet resistance (known as mujahideen) in the 1980s, fought against the Taliban regime in the mid-1990s, denounced the role of the Pakistani state in creating the Taliban and has rejected the U.S. occupation of the last 20 years.
The women’s organization has been involved in various social and political activities to include literacy classes, schools for girls and boys in villages and remote areas, health and income-generation projects for women to help them financially, and political agitation. It has also worked with refugee Afghan women and children in Pakistan, running nursing, literacy and vocational training courses. In 1981, it launched a bilingual magazine in Persian and Pashto, Payam-e-Zan (Woman’s Message), spreading social and political awareness among Afghan women.
Due to its pro-democracy, pro-secularist and anti-fundamentalist stance, RAWA has always operated as a clandestine organization, including in the last two decades under the U.S. occupation and the so-called “democratic government,” which it never recognized.
Using pseudonyms, concealing their identities, turning their homes into office spaces, often changing locations to avoid attention, its members have been active in different areas across Afghanistan. They would run underground schools for girls and women where they would use their burqa as a way to hide their books, and disseminate copies of Woman’s Message, secretly aiming to raise awareness among women of their rights and change their minds.
As an unregistered organization carrying out political work and home-schooling, if authorities found about its existence and illicit activity they could react punitively with any member caught up.
Since the assassination of its founder, Meena Kamal, the feminist association has been working more underground as anyone openly identified as member would risk being arrested or even killed. Despite it becoming increasingly dangerous to organize, the movement continues to stand.
“This is the time our women need us the most in Afghanistan,” Salma said. “We have to continue to be the voice of the voiceless who are here.”
Women’s Rights at What Cost?
Afghan women saw improvement in their lives over the past 20 years in terms of access to education, healthcare and employment, as well as economic, social and political empowerment. But the gap between urban centers and rural areas never really narrowed. In rural areas, where it is estimated 76 percent of Afghanistan’s women reside, women still rely on men in their families for permission to attend school and work. Girls are typically allowed to have primary or secondary education, then their families proceed with arranged marriages. In 2020, as little as 29.8 percent of women could read and write.

“Progress was slower in rural areas,” Rasoully remarked. “We worked hard in advocating to convince parents that their girls could safely go to school in a very culturally appropriate environment that they were comfortable with.”
She called for greater efforts to address the urban-rural divide, noting the international community made the mistake of taking an inequitable approach to offering educational opportunities to Afghan girls, as it directed its programs at young women in cities.
In her view, the insecurity brought on by the war into rural communities was a major impediment that kept girls out of school and prevented women from working.
Many villages experienced for years the devastation of heavy fighting between the Taliban, foreign militaries, government forces and local militias. The loss of husbands, brothers and fathers to the war further compromised women’s ability to go about everyday life.

Salma made clear progress in women’s status in the past two decades has been the result of a “natural process.” During that time, Afghan women acquired basic freedoms that had been withheld from them under the Taliban regime. But the foreign military presence could not be credited for that.
Kolhatkar specified that while the United States had boots on the ground in Afghanistan and it supported women’s rights on paper, the United States allowed the opposite in practice by “working with fundamentalists every step of the way.”
She explicitly said the issue of women’s rights was never a concern for Washington. Rather, it was a pretext to make its long, protracted occupation “palatable.”
“RAWA had been warning the Americans since the early phase of the invasion not to embrace the Taliban, nor the warlords,” Kolhatkar, AWM’s joint director, reminded. “It shouldn’t at all surprise us that the U.S. administration finally left Afghanistan, with misogynist hardliners in charge once again.”
With the Taliban back in control on August 15, a wave of civil resistance mainly was initiated by Afghan women. The protests have built momentum, hitting different parts of the war-ravaged country in the last month.
Further, a new generation has grown up in a country that is connected to the rest of the world through the Internet. That has increased political and social awareness among the general public, especially among young people.
Today, groups of women—small and large—are disobeying Taliban restrictions, protesting in Herat, Kabul, Mazar-e Sharif and other Afghan cities to demand their fundamental rights. They are bravely defying the extremist group, refusing the idea of returning to the grim days that women lived through.
Under the Taliban’s previous rule (1996-2001), the Islamist militants enforced strict rules on women and girls, forcing them to cover their bodies from head to toe, prohibiting them from leaving home without a male family member, and banning them from going to school or work. If they did not abide by the rules, they could face severe punishment, such as imprisonment, torture or execution.
Rasoully expressed concern that the progress made by 35 million Afghans throughout the last two decades, especially young women and girls, may go to waste. She personally mentored girls in medical school, in areas like Kandahar, over the last five years.
“But today, we are being told girls cannot go to school beyond sixth grade,” she said. “This will take us back to the stone ages.”
Maseed, the U.S.-based Afghan activist, insisted today’s Afghan women are better educated and more politically aware than in the 1990s, and will keep pushing for their rights.
“If women go backward, they think it’s better to come out on the streets and be killed than to follow these regressive rules and die inside every day,” the activist affirmed.
Resisting oppression with exceptional resilience—even under the new Taliban rule—they intend to keep up their struggle. They also are appealing to the international community not to grant recognition to the Taliban as a legitimate political actor.
In the past weeks, Afghan associations and supporters in the diaspora have joined Afghan women’s calls to refuse to recognize the Taliban. But they also have criticized the U.S. role in creating a disaster, at both political and humanitarian levels. And it is clear from U.S. machinations that ordinary Afghans will suffer starvation with recent efforts at keeping the Taliban from accessing funds stored in foreign banks.

As the North Atlantic Treaty Organization (NATO) broadens into Finland and Sweden, and the U.S.-dominated alliance continues to arm Ukraine, members of the Russia-led Collective Security Treaty Organization (CSTO) have refused to support Moscow’s “special military operation.” Kremlin allies such Armenia, Kazakhstan, Kyrgyzstan and Tajikistan have continued with their neutral stance on the three-month war, while Belarus openly supports the intervention.
On May 16, CSTO member countries held a summit in Moscow, marking the 30th anniversary of the organization, which could play a significant role if the situation in Central Asia deteriorates.
According to Kazakhstani President Kassym-Jomart Tokayev, CSTO needs to consider all potential threats and pay more attention to ensuring the security of the sensitive region.
Ukraine War Overshadows Central Asian Conflict
Reports suggest Tajikistani forces recently launched an anti-terrorist operation against anti-government militants in the Gorno-Badakhshan Autonomous Province, which borders Afghanistan, Kyrgyzstan and China. Prior to those clashes, the Islamic State-Khorasan (IS-K) group reportedly fired rockets from Afghanistan into Tajikistan.

“Given the current security situation in northern Afghanistan, I anticipate that these reported rocket attacks will not be the last cross-border attacks from IS-K,” Brent Hierman, a professor of international studies and political science at Virginia Military Institute, told Toward Freedom. “Since the Tajikistani government fully denies the event, we are left with a pretty unclear picture of what may have occurred and what IS-K was targeting. However, it is the case that IS-K is trying to recruit Central Asians—especially Tajiks and Uzbeks—while also undermining Taliban claims on northern Afghanistan.”
In his view, Russian security concerns with regard to Tajikistan are overshadowed by its war in Ukraine.
However, a potential destabilization of Tajikistan could have a serious impact on Russia, given Moscow’s military base.
“Russian forces in Tajikistan, which used to be called the 201st Motor Rifle division, have long been used to secure the country’s southern border. Some of the troops stationed there have been sent to the war in Ukraine, although it is unclear how many,” said Heirman, emphasizing that Tajikistan’s border with Afghanistan is more vulnerable now as a consequence.
At the same time, Tajik authorities are faced with hostilities in Gorno-Badakhshan, which complicates the situation. Heirman, however, does not expect CSTO to intervene in Tajikistan, even though some Kyrgyz experts believe the Moscow-led military bloc could soon deploy troops to the Central Asian nation.
“For more than a decade, Tajik authorities have been attempting to centralize control, and especially gain dominance over access to profitable revenue sources in Gorno-Badakhshan. The recent events are rooted in this effort,” Heirman stressed, pointing out that clashes in the region have a domestic source, although the government has framed them as terror threats.
The Kazakhstan Question
It is worth remembering that the violent mass protests in Kazakhstan, which broke out in early January, also had a domestic source. Nevertheless, CSTO deployed some 2,000 troops to the energy-rich country, and helped Tokayev stay in power. It is widely believed that what happened in Kazakhstan was a coup attempt. Now, some Chinese experts claim that the CSTO will soon have to deal with the emerging threats of terrorism and color revolutions. How likely is another “color revolution” attempt in Kazakhstan?
“If Chinese analysts believe there will be an emerging threat of terrorism, I would assume this would be a Western-sponsored terror threat,” Hrvoje Moric, a global perspectives teacher at Nazarbayev Intellectual Schools in Kazakhstan, told Toward Freedom. “The United States and Europe together with Gulf countries have been arming, training, and financing terrorists for decades. There is a new lawsuit implicating U.S.-ally Qatar as a sponsor of ISIS. This is a recent example, but is really nothing new.”
Moric, who has lived in Kazakhstan for three years, believes that the Kremlin’s ally will remain in Moscow’s geopolitical orbit, and will not abandon the Russia-led Eurasian Union and CSTO. Moreover, he expects Kazakhstan to participate in potential CSTO missions abroad.
CSTO’s Role in Ukraine
Moscow claims that Ukrainian forces have attacked Russian territory on several occasions, destroying oil depots and other important infrastructure facilities in the Russian Federation. According to Article 4 of the CSTO Treaty, “an act of aggression (an armed attack that threatens security, stability, territorial integrity and sovereignty) against one of the member states will be considered as a collective act of aggression on all member states of the CSTO.”
Why has CSTO never reacted to protect Russia?
“From a legal point of view, Russia did not declare the war. It didn’t even declare mobilization or martial law. Thus, it is difficult for Russia to apply to CSTO,” Benyamin Poghosyan, chairman of the Center for Political and Economic Strategic Studies in Yerevan, Armenia, told Toward Freedom. “Besides legal issues, there are also political ones. If Russia applies to CSTO for help, it will admit that it is not able to overcome Ukraine resistance, which will constitute a severe blow to the Russian image.”
In May 2021, Armenia formally asked CSTO to intervene against Azerbaijan’s alleged incursion. The Kremlin, however, ignored Yerevan’s requests. As a result, during the recent CSTO summit, Armenian Prime Minister Nikol Pashinyan, openly criticized the bloc, and even accused its allies of selling weapons to Azerbaijan.
“Russia does not view Azerbaijan as an enemy, and is interested in increasing its influence in Baku,” Poghosyan explains. “Simultaneously, Russia competes with Turkey in Azerbaijan. Ankara significantly increased its influence in the country as a result of the 2020 Karabakh war. Moscow understands very well that any military clashes with Azerbaijan will ruin its relations with Baku, and will turn Azerbaijan into another Georgia for Russia.”
In 2008, Russia fought a brief war against neighboring U.S.-backed Georgia. Back then, Russian CSTO allies de facto supported the Kremlin’s actions in the Caucasus nation.
The coming months will show if Russia can manage to consolidate its position in the CSTO, with its nominal allies “picking a side,” or if the organization will remain a club whose members share very few common interests.
